When the newspaper editors read the message President Harding submitted to Congress along with the budget for the next fiscal year, even the Democrats promptly sat down and wrate cheerful, happy, and congratulatory editorials. For they learn- ed that this prodigal Gevernment of ours has in three years cut down its spendings from a six-billion-dollar to a three-billion-dollar basis; that it is going to spend half a billion dollars less in the next fiscal year than in the present; that the expected $600,000,000 deficit for 1923 has alread{been cut down by half and, since it is only December, may very well be wified out altogether by the end of the year on June 80; and finally, that the official Budget Bureau estimates for the fiscal year ending in 1924, indicate a substantial surplus of $180,969,125.
