Representative Moore’s bill also pro- vides that, Immediately after the pas- sage of the act, the Secretary of Agri- culture should cause a complete sur- vey of possible routes for the location of this highway to be made, and shall determine the route the highwax shall jfollow and cazuse all necessary plans and specifications to be prepared. The plans, specifications and estimates so prepared shall contain provision for the planting of trees, shrubbery and such other ornamental treatment in the right of way as the Secretary of Agriculture may prescribe.
