South Dakota's stone in the Wash- ington Monument {8 to be dedicated at ceremonies to take place at 2:30 o'clock this afternoon on the 300- foot level in the shaft, the stone hav- ing been put into position recently under communism. Moscow vital statistics show that there were 19,863 marriages in 1921, or more than twice the pre-war average. In the first five months of this year there were only 486 marriages. Husbands are now obliged to sup- port their families, while under the carlier communism the state took all the responsibility. Divorces have increased eight- fold over the pre-war average. There were 1,380 last year. The birth rate 8 about half the pre- war rate. The death rate is now less than one-half of the 1919 figures.
