ROME, June 7.—The Italian-Russian commercial treaty agreed upon at Genoa last month contains a clause whereby Russia grants to an Itallan company 25,000 acres in the North Cau- casus or at the mouth of the River Don or the River Dnieper, at the choice of the concessionnalres. The agree- ment is for a term of twenty-four years, with privilege of renewal for a like period. Russia has reserved the right to re- take the land after sixteen years by glving notice at the end of nine years and paying such indemnity as may be Jointly agreed upon. The company must give Russia 15 per cent of the cereals raised on the lsnd and from 15 to 20 per cent of the cattle. Another percentage is to be agreed upon for special products of the land. The necessaries for the cultiva- tion of the land and for the workers are to be admitted duty free. The property cannot be nationalized or ex- propriated. In case of requisition only 40 per cent of the products of the soil can be taken on the payment of in- demnity in gold rubles. The lessees may export half their products; the remainder may be pur- chased by the Russian government within one month from the time of harvest. Half of the laborers may be imported, but half must be Russian. Special advantages are granted the lessees for the exploitation of ofl, phos- phates and pyrites which may be found. The concession must be transformed into a regular contract by October 10, otherwise it becomes void. Differences arising between the contracting parties 5 are to be settled by arbitration.
