Dr. Schurman asked If the people of the Philippines were in the position to maintain an,independent republic. Independence, he said,” was simply a question of time, but the election of the right time was of transcendent importance. Present Outlook. Discussing the present outlook for independence, Dr. Schurman sald: “Visualizing the troubled condi- tions of the world since Spain ceded soverelgnty over the Philippines to the United States; recalling the amb! tions and lust of certain great na- tions for acquisition .of Pacific pos- sessions; remembering the dominance of militarism in the world and the caltous indifference of military pow- ers to moral and international law and the rights of smaller nations, I do not hesitate to give it as my delibe; ate opinion that an independent Phil- ippine republic would be engulfed in irresistible tides of imperialism and competing economic interests, and submerged as completely as other in- dependent nations have been sub- merged in the tumultuous upheavals of the last two and twenty years.
