The pension ations of those who Were affected by this holding were transferred to the bureau of war risk insurance to be treated as appli tions for compensation, which proved 10 be the real pension substitute and not the insurance scheme which was &0 widely proclaimed as such. The compensation provision seems to be a cold-blooded dollars and cents proposition which takes little or na account of the loss of health or other physical impairment unless or until he soldier is actually “losing money py_1t."
