FRST ONSLAUGHT MADE ONTREATIES Attack in Senate Declared to Suggest Plan for Filibuster. The first concerted attack on the Aarms conference treaties, character- ized by tactics which administration leaders openly charged suggested a filibuster, was launched in the Senate Yesterday, just as the foreign rela- tions committee completed fts consid- eration of the covenants and- ordered all of them favorabiy. After several hours unanimous agreement was reached to vote not later than 2 p.m. Thursday on ratification of the treaty with Ja- pan~relating to Yap and other man- dated islands in the Pacific. Imme- ; ditely afterward debate is to begin on # the other treatles resulting from the conference negotiations. Session Prolonged. Using the Yap treaty as the imme- diate vehicle of their discussion, but interspersing remarks on many other subjects and frequent quorum calls, opponents of the conference program carriod on such a determined all-day assault that the Senate managers prolonged the session into the even- ing in the hope of wearing down their assailants. One incident to the serles of pointed exchanges running through the de- bate was a complete disclaimer from the democratic side that “political op- i position” had been organized against the treaties or had been counseled by former President Wilson. Senator Glass, democrat, Virginia, who was a member of the cabinet in the last administration, degled as- a “purest invention” a published story that Mr. ‘Wilson had suggested a course of ac- tion to his friends in the Senate. The attack on the Yap treaty, dur- ing which many stray shots were Mtaken at others of the arms_confer- ence dgreements, was led by Senators Johnson, republivan, California, and Reed, democrat, Missouri. The former characterized the Yap pact as “a dis- mal prologue” to the conference series of covenants, and the latter openly charged republican leaders with an effort to force the treaties through the Senate before the country dis- covered what they contain. When it became known that the ’ foreign relations committee had given its approval to the general far east- ern and the Chinese tariff treaties, the last two of the conference seri remaining before it, the expected flood of proposed reservations began to make its appearance on the Senate | floar. Three related to the four-power treaty, two offered by Senator Robin- son, democrat, Arkansas, and one by nator Pomerene, democrat, Ohio. Senator King, democrat, Utah, also drew up a reservation to the Yap treaty providing that the control given Japan over the mandated Pa- cific islands should be regarded only as administrative and in no sense as| carrying sovereignty with it. The Yap treaty was defended by Senator Underwood of Alabama, dem- ocratic leader and a member of the American arms conference delega- | tion, although he declared he was not | entirely in agreement with the prem- ises on which the pact was drawn. He argued that the United States never had an “undivided one-fifth” of sovereignty over Pacific islands, and hence was not giving it up under the treaty. Yap Treaty.
