The District of Columbia's cam- paign for its quota of $85,000 toward the million-dollar Woodrow Wilson foundation fyund will be opened with a uon-partisan muss meeting, to be held at the National Theater Sunday afternoon at 2:30 o'clock. Charles Edward Russell, socialist nominee for the presidency several years ago, but now an independent in politics, will preside at the meeting, which will be addressed by the fol- lowing: Hamilton Holt, New York magazine editor and executive di- rector of the natlonal campaign; Dr. Samuel T.
