Special Dispatch to The Star. BALTIMORE, December 20.—In an effort to provide better roads for the farmers off the main highways of the state roads State Senator Orlando ! Senator Harrison contends that most of the money so spent 15 sted, and that the tax- payer gets no real benefit from it. Senator Harrison says he expects a great deal of opposition from the poli- ticlans in the counties to his proposi- tion, but he also expects the backing of the taxpayers generally and the taxpayers' organizations in all parts of the state.
