Denies He Intended to Rob Office of Dentist. PRINCETON, Ind., December 20.—P. A. Stockel, forty-two years of age, of New York, was shot and probably fatally wounded when he is alleged to have attempted to rob the dental office of Dr. J. A. Cunningham here. His wife is en route here from New York and a daughter is coming from Chicago. Dr. Cunningham, who occuples a living room in connection with the office, said he was awakened when Stockel_forced an entrance to the office. He said he shot the intruder when the latter failed to obey a com- mand to put up his hands. Mechanics, let- ter carriers and other postal clerks pay 62.19 per cent of the total cost of bene- fits, while the rate required to provide this percentage if the thirty-year rule, was in force would be 5.23 per cent. Other employes pay 84.46 percentage of the total cost of benefit and the rate required from them to provide this per- centage if the thirty-year rule was op- erative would be 7.89. All employes now pay 70.22, and the rate that would be required to meet this total under the thirty-year-rule would be 6.5 per cent. Another New Method. The seventh question is: The sug- gestion has been made that the law be amended to provide a retirement allowance, {rrespective of salary, amounting to $50 per year of service, with a maximum annual allowance of $1,600. What increase would be re- quired in the normal cost of the plan if such suggestion were adopted by Congress? In reply the board of ac- tuaries submits a table which shows that while the total under the exist- ing plan is $15,365,504, under the pro- posed plan it would reach $25,495,735. Under both plans the employe pro- vides the same amount. The eighth question is: The sug- gestion has been made that the gov- ernment permit a flat benefit for eackh year of service of the employe and that in addition the employe receive an annuity equal to the value of his contribution. What flat allowance could the government afford to pay without increasing the normal cost of the plan? The answer of the board of ac- tuaries is that under the existing plan the government s paying more for employes who are allowed to retire at the age of sixty-two than for those who may retire at the age of sixty-five and more for those who may retire at the age of sixty-five than for those who may retire at the age of seventy. The tenth question asked by the pension commissioner is: The sug- gestion has been made that the law some benefit to an employe who, after a term of service such as twen- ty-five or thirty years, loses his po- sition through no fault of his own. What provision, if any, would be recommended by the actuaries? Early Retirement Expensive. The reply of the actuaries is that a provision of this kind is & dangerous one unless very carefully safeguard- ed, inasmuch as often it grows into a form of discretionary retirement at early ages. Early retirements are very costly to a retirement fund.
