Shoup and Adjt. Gen. Hamrock to the effect that martial law would remain effective in Huerfano county for “some time to come" drew declarations from union leaders deploring_the npresence of state rangers in the Huerfano dis- trict. In discussing the general situation in Huerfano county, Frank Hefferly, | international union organizer, stated that “martial law today is no more necessary than it was the day the governor issued his original procla- mation.” “The miners in this district,’ Hefferly, “have demonstrated be: question of doubt that they never had an intention of creating a dis- turbance.
