Col. Charles W. Whittlesey and Capt. John McCloy, both of New York, were elected senlor and junior vice presidents, respectively. The leglon voted to admit holders of distinguished service crosses to membership, previously restricted to those awarded congressional medals of honor. A proposition to make lineal descendants of medal of honor men eligible to first-class member- ship was disapproved. They are now admitted as second-class mem- bers.
