FROM EX-OFFICIALS’ SUITS Mr. Daugherty Would Prevent For- ¢ mer Officeholders Acting for Clients for Three Years. Attorney General Daugherty urged the House judiciary committee yester- day to recommend enactment of « law to prevent former government employes and officers prosecuting claims against it until they had been out of office for at Jeast three years. “In urging this step I want it un- derstood that the Department of Jus- tice is making ho political drive on anybody the Attorney General de- clared. “In_ considering the merits of the bill Ihave no person in mind to whom it might be directed. A large numbes of former govern- ment officials, including former Pres dent Wilson, reeently have been ad- mitted to practice in the courts here. Mr. Daugherty said he was not pre- pared to state whether prosecution of claims by former government em- ployes was more frequent or aggra- vated at this time than heretofore, but claims now pending in his de- vartment exceeded a billion dollars. Offered High Pay Outside. Government agents who had ob- tained confidential information ha been offered high pay by outsiders, said the Attorney General, who i sisted employes should not be placed within reach of temptation. Representative Walsh, republican, Massachusetts, doubted whether the bill as framed applied to officers of ‘my and Navy, but the Attorney ralesaid it di he man who has rendered service to the government ought not to be barred forever from handling claims against the government,” Mr. Daugh- erty added, “but the three-year limit seems wise. In other words, he shouldn’t be permitted to prosecute claims before the department arising out of matters pending in the de- partment while he Was there. Lansing's Name Brought In “It is got a good picture or example,” he said,” “'to afford ap opportunity for government employes o discontinue their to become interested as advocates or opponents of claip ‘whose merits they had an opportunity to investigate. I want it understood that while 1 had nothing to do with orlginating this leg- islation I strongly recommend it." The name of Robert Lansing, formerly Secretary of State, and now a practicing attorney in Washington, was mentioned ,at the hearings in a let presented to the committee by Representative Ed- munds, republican, Pennsyivania, author of the bill. ‘ The letter, written by Thomas Car- ter Patterson, a Philadelphia lawyer, to Mr. Edmonds, stated that after had opened his law t out a card announcing 1 attention would be n claims against the State Depart- ment.” Members of the committee said they did not suppo; Mr. Lansing knew thing abou! “I am sure he did not,” Edmonds. SENATORS FROM WEST IN AGRICULTURE “BLOC” said Mr Unofficial Organization Formed to “Demand Fair Treatment” in Framing New Tariff Law. By the Associated Press. Announcement of formation of a new agricultural “bioc” within the re- bloc” of the nate was made . The new organization, it stated by Senator Gooding, repub- lican, Idaho, is composed entirely of republicans from western states. Senator Gooding sald they were band. ed to fight for “fair treatment for the west' in thg framing of the tariff bill. j “The west has not been treated fair- 1y in the past,” said Senator Gooding, who was elected chairman of the western senators’ unofficial organiza- tion at a meeting Tuesday. “We plan to stand together to secure fair treatment for western interests in the new bill. This applies principally to agricultural products and live stock, of course.” Virtually all republicans from west- ern states are aligned with the new tariff “bloc,” it was said. Democratit senators were not invited to join lhel movement, it was stated, because it {was felt that better results could be} j obtained by working within the repub- lican party. Western democratic sen- ators, however, are expected to sup- port the tariff position taken by the republican “bloc.” No western repub- lican members of the finance commit- tee were invited to join.
