Alds Small Borrowers. “It would be a great mistake not to have the law apply, as it does, both to small loans on indorsed notes or other security, as well as to pawnbrokers' loans. Application is made to banks every day for loans which cannot be ted because the sums needed are so small. Such loans, which are just as legitimate for those who need them as larger ones, and which are paid in small instaliments, necessarily command a higher rate, such as is provided for by the pending bill.
