AMSTERDAM, Holland, June 15.— The second chamber has begun dis- cussion of a bill providing for the reduction of the standing army. In order to bring about a considerable saving in the military budget, the Dutch minister of war proposes to reduce the army to about 70,000 men and to shorten the training period by ten, six or four months. The radical parties approve of this plan on the ground that, as Holland is a small nation, it must leed the way to the general disarmament of the world. The conservative and moderate parties are strongly opposed to the measure, fearing that the complete military impotence of Holland might tempt nefghboring states to violate Dutch neutrality or integrity. One of the Catholic leaders has pointed out that it would be an_inexcusable blunder to reduce the Dutch army so radically while the Belgian army since the armistice has been in- creased to 450,000 men. The Dutch, he claims, will never be able to op- pose such a force and will be exposed to a fatal debacle. Tt is not improbable that the bill will be passed with perhaps some amendments by the parties of the right. Thus by merely ! changing the lights, Mme. Boutkovaky can make actors disappear from view or can transform scenery, making, for instance, an enchanted garden appear to grow out of a barnyard.
