C. LICENSING Committee Appointed - to Study and Recommend Re- i vision of Permit Rules. The Commissioners today appointed a committee to study the laws relat- ing to the licensing of business estab- lishments in the District and to recommend any changes they believe should be made in those laws. The committee is composed of Francis H. Stephens, corporation counsel; Daniel E. Garges, secretary to the Commissioners, and Wade H. C‘fl’;’m“‘ superintendent of the license office. The city heads took this action fol- lowing receipt of a letter from Supt. Coombs, in which he outlined a num- ber of revisions he believes should be made in the law. ‘The first suggestion of the superin- tendent is that drug stores should pay a higher license than $6 a year, now required of them. The superintendent tells the Commissioners that “in view of the profit which appears to be de- rived from this line of business,” the ilcense should be $50 a year. The same law requires building or other contractors to pay a license of $25 !a year. Mr. Coombs points out that the Court of Appeals has held the term “other contractors” to be too indefinite. The superintendent recommends that this section be amended to define more cleariy the contractors to be licensed. No Cigarette Fee. Under existing law a license of $12 a year is required to sell cigars, but this permit is not required to sell cigarettes or other forms of manufactured tobacco. This section should be amended to in- clude dealers in all forms of tobacco, the superintendent believes. Two important recommendations are made in connection with the licensing of poolrooms.
