They were not guilty of the heinous offenses charged to Williams and his sons, but they practiced the crime in some form or other in viola- tion of the federal law. In these states larceny is made a crime, which, on conviction, carries the penalty of dis- franchisement and incarceration in the penitentiary. The value of the article stolen does not matter. It may be an old shirt, a chicken, a hat, or horse and wagon. The law was made to find an excuse to disfranchise as many negroes as possible, and if a boy of twelve was held for stealing even a melon he was never allowed the right of franchise. On conviction of such light offenses | as 1 have mentioned, the judge. feel- ing that the crime was too trivial to merit a sentence of one year in the penitentiary (which was the lightest sentence which could be imposed) would inquire if there was a farmer present who would pay the costs of the court and take the culprit for a year, so that he would thus be free to mingle with his fellow: at nights and on Sundays. Some farm- er would come forward and the pris- oner was sold and warned that if he tried to escape he would be forced to spend his days in the penitentiary. The culprit, of course, gladly accepted the offer, and his relatives and friends were made happy with the thought that he had escaped the horrors of the and | @ penitentiary, which were depicted by |brutal treatment, and if he does his em- | 1f 80, most of the farmers of Georgla the returned convicts, who cruel beatings for the most trivial of- fenses and. the denial of all rights and privileges of human beings.
