Tightening up on the general de- livery privileges was ordered today by Hubert Work, first assistant pos master general. The Post Office Department be- lieves that the proper effort is not Leing made to restrict the general delivery privileges at city delivery oflices to transicnts and to patrons who, “for good and sufficient reasons acceptable to the postmaster. ca not receive their mail by carrier or through a post office box.” In all cases where the attendant facts are unknown, postmasters from now on wil require persons calling at the general delivery to establish their identity, suply their local address and state their reasons for not taking advantage of the carrier delivery service. Clerks are ordered to take up doubtful cases with superior offi- cers, and, if advisable, request the patrons to take up the maiter with the postmaster or superintendent of mails. Last summer City Postmaster M. O. Chance inaugurated a campaign at the Washington city post office along the lines of the above order. The number of young girls who were at that time making use of the general delivery attracted the attention of officials.
