CHICAGO, March 21—On the card of a Michigan avenue restaurant ap- pears the statement, “We are in en- tire accord with gradual and sensible price reductions.” For this legend there is voluble indorsement by many {business lines, but a young maif whose rent was raised from $40 to $70 had his hopes smashed by a bid of $6,760 for the five-room bungalow he had planned to build for $4,000. Four other bld# were much higher. Building has not yet got beyond the talk stage. “Own your own home” campaigns are plentiful, but costs halt action. The building material mar- ket is, therefore slyggish, and labor has yielded very litfle. Busineas Program Reassuring. The government's business program is reassuring so far as it has been outlined. A higher and better adjust- ed tariff finds outspoken approval, and Interest in a larger foreign trade wanes under the disclosure that more exports mean more imports. There is decreasing interest in foreign trade financing plans which are interpreted to mean the jeopardizing of the nine- tenths of business at home for the sake of developing the one-tenth from abroad. Chicago banks met the drafts from income tax payments without effort, but there were inroads on deposit ac- counts. Bankers are more concerned over the changed method of figuring reserve percentages by the federal reserva banks. Calculating the re- serve against gross instead of net de- posits means a decreased percentage in figures. A fictional but good ar- gument is thus supplied against the lowering of rediscount rates. Bank- ers would prefer lower rates, but at present they see in them only a stim- | ulant to speculation. i War Fortunes Squeezed. The banking policy. as anplied, if not announced. is to continue the en- | forcement of deflation and liquidation The water is slowly being squeezed | out of war fortunes, war profits and | paper expansion. Husiness is to re-| quire less capital for the same turn over and the dollar is to have a great- er purchasing power. Bank deposits | have shown a considerable snrinkage. | They will shrink still more, but there will be no diminution in banking power. Many manufacturers and jobbers re- port their business as good and their collections as fair. Savings accounts are being drawn on to some extent for living expenses, but the process of readjustment has caused no great suf- fering except among the rent-payers who are fighting steadily against the landlords and conditions without hope of real or early success. SAN FRANCISCO, March 21.—As a result of the emergency low rate by wateg granted to fruit canners, a | flow of this fruit has started to the Atlantic coast, which bids fair to clean up the surplus stock of canned Boods on the Pacific coast. Prac- tically an entire shipload went out this week. The new rate will re- main in effect only until July 31. In their application for the emer- gency rate canners told the east- bound shiyping conference that there was a susplus here which they could clean up, with a favorable rate, be- fore the advent of the new pack. Immediate aetivity followed. Insist on Japanese oBats. It is stated that a number of small- er canners in the northern part of the state will not operate this sea- 8on because of the uncertainty of the outlook. A serious feature in connection with the building up of trans- Pacific shipping has developed. A well known shipping man is author- | ity for the statement that the Jap- anese liners are carrying heavy cargoes across the ocean, Wwhile American vessels are going light. The explanation is found, he says, in the fact that Japanese purchasers are demanding that their goods be ship- | ped by Japanese boats. NEW YORK, March 21.—The close- ness with which the manufacturers of New York are bound up with retail trade lends significance to the figures of the United States employment service of this city. Excepting only Detroit, where the spring revival in the automobile industry accounted for an increase of 34.7 per cent In the number of operatives at work, New York was the one center to be listed in the “plus” column for February. The increase here was only 2 per cent, it is true. but in Chicago the decrease was 2.9 per cent and in Phil- adelphia 4 per cent. Boston showed no_change. To this indication of the status of business in general in the metropolis may be added the fact that during the same month orders for wearing ap- parel—an accurate pulse of condition at this season—increased 70 per cent over December. a margin sufficient to offset the decre: in size of orders which averaged per cent. At the same time collections showed a 20 Dér cent improvement over January, and of 50 per cent over December. Progress in Readjustment. These three factors give a clear view of the progress of readjustment along vital lines. They have led some observers to conclude that the process is approaching its end. They have no bearing, however. on one of the most important factors, that of production costs_ This is to be de- termined chiefly by the liquidation of labor. and until that has been com- pleted there will be no place along | short to meet the line from producer to consumer where caution will not rule.
