NEW YORK, February 17 (Special) —Signs of relaxation in the financial situation toda; industrial collateral. On the subs Quent abrupt contraction in the money supply a fortnight later this same class of loans were quoted at 71 and remained at this level up to a few days ago, when the rate was reduced to 7. It was not, however, until today that offerings at this lower figure b came large enough to really count. The increase in the supply of time money, which occurred following the vious drop in rates on loans of all sorts, furnished the most conclusive testimony so far given that the money situation is steadily working easier. Action in Steel. Sterling exchange dropped down be- low the 3.90 level, thus comparing with Tuesday's high of 3.92%. There was no significance to t decline beyong the normal reaction in a mar- ket which. has been going up a bit too constantly and somewhat oo fast. In the stock market realizing sales had their cffect upon some of the re- cent leaders, and there were again a few individual weak spots due to the publication, or else to the expec publication. of poor earnings state ments for the last year. Eapecially Strong. But the principal movements of the day were upward, and the trading struck the same note of confidence that has distinguished it right along for the past week or more. Oil shares were among the favorites, and there was a good deal of discussion as to the possibility of an increase in the pan-American dividend. California Petroleum made a new high. Once more the action of the steels was very impressive. These ‘stocks were helped by the very strong show- ing in the Republic Steel statement ‘or 1920 with net profits equal to $14 ¢ share on the common stock. American Ice. The activity at rising prices in American Ice shares was a rather belated recoghition of what the ex- traordinary winter means for the ~arnings of this company. Demand was chiefly of a scattered sort from commission houses. Opening prices, which varied from unchanged figures to lc higher, with March 1.71 to 1.72 and May 1.63 to 1.621, were followed by a material setback all around. Some increase of rural offerings had a bearish effect on corn. After opening %c off to a like advance, in- cluding May at 71 to 71%, the market underwent a decided general sag. Oats were easier with other grain, starting unchanged to %c lower, May 46 to 46%, and later showing a mod- erate setback for all deliveries. Lower quotations for hogs and cereals pulled down provisions. A somewhat wider territory was reported as being infested by green bugs, but owing to cooler weather the trade was inclined to ignore such ad- vices.
