Measures to restrict immigration on, & percentage basis, proposed by the Senate immigration committee, are designed to check the flow from southern and eastern Europe without hindering the movement from north- ern and western Europe, according to the committee report submitted by Sen- ator Dillingham, republican, Vermont. The “old immigration” of families from northern and western Europe, the report states, does not constitute a problem; but the movement of sin- gle men, largely. from southern and | eastern Europe, to cities and manu- facturing centers.in the United States is declared to present an emergency | which should be dealt with. Such | immigrants, it is stated, gather in: “radical groups” and show little tend- i ency to become American citizens. | The report asserts that restrictions | should be applied to this type of im-! migrant and the committee felt it measure that will insure definite ef-| fectiveness. | “It is the belief of the committee, however,” the report adds, “that the admission of relatives will not insure that definite result which the present situation demands. It is impossible to estimate or anticipate what the ex- tent of the movement would be under the provisions of the House bill. It not only seems almost certain that it would be larger, but that the sys- fem would be open to fraud and abuse.” s “The Senate committee proposal to admit during the next fiscal year “only one-third of the number of im- migrants that were admitted annual- ly for three years prior to the open- requirement dictated by prudence,” the report continues, adding: “Our national condition demands the the selection of immigrants who shall Il | must be adopted whereby a better se- l| | loction and distribution of arriving Il { sections of the country so far as com- Ii| | cerned is distinctly bad, and means | | must be adopted by which future im- | P G A.
