Submits Proposals. By the Associated Press. LONDON. January 27.—British or- ganized labor at the national confer- ence of the labor party and the trades union congress yesterday demanded immediate action on. the part of the government to remedy the plight rought about by the steadily grow- ing unemployment in the country. “If we cannot achieve what this program suggests by constitutional means we will adopt some means of an extra-constitutional character,” declared Robert Williams, leader of the transport workers, in supporting the resolution. General dissatisfaction with the government's proposed remedies was unmistakably reflected by the dele- gates, who, however, seemed to differ on the most effective means of moving the government to the desired action. ‘The labor proposals embodied in the resolution call for trade with Russia; restoration of trade with other con nental countries; a cessation of wars; stabilization of international exchange rates; an extension of credits; organ- izatio® of a European transport sys- tem; cessation of the military oppo- sition and lawless reprisals in Ire- land; state maintenance of an unem- ployment benefit of 40 shillings week- ly to each householder, 25 shillings weekly to each single man or woman more than eighteen years old, with additional allowances to dependents and an under-employment allowance on the same basis to provide for the adoption of short time, the propor- tionate benefit to be calculated on the total days lost weekly.
