When the policy of Congress was changed on the subject of electric conduits, says the attorney, no such uncertain lan- } guage was used, and in his opinion it is manifest that Congress did not understand the act of 1897 meant and was to be con- strued as claimed by the company, for by an amendment of the act of 1898 relating to telephone wires and service proposed by the Senate that body at least plainly in- dicated that additional legislation was nec- essary upon the subject, and that the Com- missioners Were not clothed by the act of 1897 with authority to generally extend the telephone wires and service. DOG Neighbors Appear in Court to Discuss Their Differences. Mrs. Margaret Scanlon and Mrs. Anna Norbeck, who live at 1317 and 1319, re- spectively, on Ist street southwest, have been neighbors for several years, but now a high fence sepa es thelr back yards, and they do not speak as they pass by. A dog owned by Mrs. Scanlon seems to have caused the trouble between them. Com- plaint was lodged with the health depart- ment about the dog, and the owner charged Mrs. Norbeck’s husband with making the complaint, “If he did it,’ said Mrs. Norbecl help it.” Then the fence was put up and Mrs. Scanlon threw over the top of the structure a number of presents that her neighbor had given her when they were on good terms. Mrs. Scanlon then demanded from her neighbor 75 cents that the latter owed her, and endeavored to bring to a termina- ton all their friendly relations. Witnesses appeared in Judge Scott’s court this morn- ing and related the alleged bad language used. Mrs. Norbeck was defendant in the case and she was acquitted. —- > CONTINUED INDEFINITELY. “I can't Case of James Lancton, Under Arrest for Assault. James Lancton, the pensioner who was arrested several days ago on a charge of assaulting Mrs. Bettie Wren at her home in Seuth Washington, as published in The Star at the time, was taken from the hos- pital to the Police Court today. The case was continued indefinitely, and Lancton was committed to jail. Mrs. Wren is still confined in Columbian University Hospital. A certificate of Dr. D. T. Birtwell, filed with the case, shows that the woman has paresis, the result of an injury to her head. While she seems better than she did when she was admitted to the hospital she is still in a serious con- dition. Not Drunk, but Had Liquor on Him. Robert Lewis, colored, who told Judge Scott that he Ives in Prince George's coun- ty, Md., and reaches his home by means of a Brightwood electric car, was given a trial this morning on a charge of disorderly con- duct. When Policeman Leavell found him under the influence of liquor at 7th and R streets last night he was complaining be- cause a Brightwood car would not come as far as R street for him. “How often do you come to the city?” the court asked Lewis. “Not very often,” he answered. “And do you usually get drunk.when you come?” “I don’t exactly get drunk,” he responded, “but I generally get my liquor on me.” The court released him with a warning that he should be more careful in the fu- ture. The case which had been on hearing in Police Court for several days against Fred- erick C. Connor, Wm. B. Middleton, Charles M. Sanford and John G. Duncan for con- spiracy, came to a termination late yester- day afternoon by the action of Prosecuting Attorney Mullowney, who stated that he could not prove the charge.
