STATEMENT TO THE HOUSE ood Chairman Dingley of the ways and means committee held the attention of the House late yesterday afternoon while he explained the state of the government's finances with relation to expenditures and revenues. Mr. Dingley said: “The Secretary of the Treasury estimates nd I think {t fs @ conservative estimate, estimating on the basis of business as it exists today In this country, and not on the improved basis which we think will exist a year hence—that the revenue from from internal revenue, and irom miscellaneous sources (excluding receipts from Pacitic railroads) for the fiscal year ending June 20, 180%, not includins postal receipts, wil be $90,000,000. If postal re- ceints are added, then the revenue for the next fiscal year is estimated at $182,500,000. But we may drop postal receipts and postal expenditures, so far as paid by postal re enue, becaase We ate considering the ques- tion as to what our other expenditures to he paid by texation will be, and what our revenue, outside of postal receipts, prob- abiy will be. The Estimates for Next Year. “The estimates submitted in the report of the Secretary of the Treasury, as the customs, lexceeded the utmost expectations of any ore. Cause of This Yerr’s Deficit. . “As a result of a careful examination of those anticipatory importations I find two things: First, that articies intended for consumption in this fiscal year and which would net have been imported until thts fiscal year if we had not been engaged in a revision of duties, paid duties under the old tariff from Maréh‘1'to July 1 to the extent of $38,000,000.-That sum of $58,000,000 belongs in equity to the reve- nues of this fiscal year. Those duties were Faid on goods consumed in this fiscal year and which ordinarily would have been imported during this fiscal year. “In that way that amount of 338,000,000 went into the treasury beforé-the ist day of July, with the result that it swelled apparently the receipts of the treasury: for the last fiscal year to the amount of $33,- 000,000 and made the @éffett of the last year that n.uch less dt_would have teen if we had not had'm preparation a new tariff bill. In Noyember.a year ago Mr. Carlisle, the then Secretary ‘of the Treasury, estimated the«defielt for the lest fiscal year as likely to be $65,000,000. “If there had been no: tariff Jegisiation in prospect the deficit would have been $56,000,000 at least. It- turmed~out. to be only $18,000,000, because the _ $38,000,000 which properly belon¥édto=this. fiscal year and which should properly have been credited to the new Taw went ‘into the treasury to the creditof the last fiscal year. Hence, in any proper ¢8timate of the revenue-producing qualities of the new law that $38,000,000 should be added to what will be sctually received from July 1, 1897, to July 1, 1808, saying nothing about the absolute loss of revenue from other caticipatory importations _ which came ir between Mareh<4 -and<July 24 free of duty or at less duty than they would have paid under‘the new law. Under | Chancery sale of dwelling, No. 210 N at. s.w.. the operation of that new statute the Sec-! 0m Monday, Dec. 13, at 4 o'clock p.m. Jesse H. retary of War sent to the Secretary of the ‘Treasury an estimate of the expenditures for rivers and harbors for the next fiscal year made by the engineers, and the Sec- retary has explained in a note that he in- cludes it by requirement of law, and in his report he has further stated that he does net believe that all this amount ought to be expended. “The result is that the estimate covers an expenditure of $111,500,600, of which there is $73.000,000 for public works. such as rivers and harbors, p' - buildings and coast de- fenses. Does the Secretary of the Treas- ury belfeve that $73,000,000 ought to be ex- pended for these purposes during the next fiscal year? No; he does not. Does the Secretary of War believe it? No. He states distinctly that he does not, and yet, in obedience to that new law, this amount appears in the estimate. What is the re- sult? The apparent expenditures for the next fiscal year are lifted suddenly $45,00),- (o—and expenditures, too, without author- ity ef law. An Apparent Deficit. “Now, of course, with such an estimate as that the Secretary of the Treasury is forced—torced by the statute passed by the last Congress—to declare that with an es- timated revenue of $390,000,000, there will be a deficit of twenty-one and a half mil- lions. Of course there would be. If this Congress, if this administration, if the President of the United States, if any offi- c any responsible person proposes to lift the expenditures of this nation $50,000,- (00 in a single year and to put that money into public works, over and above the im- mense amounts that we have been expend- ing in that way during the past few years then. of course, there will be a deficiency. “No one has ever proposed any revenue le tion that would certainly yield suffi- cient revenue in the next fiscal year, unless there should be an unexampled revival of business within a few months, to meet an expenditure ef $411.500,000 to be paid by taxation; and I may add—and I violate no centide in so saying—that neither the Secretary of the Treasury nor the Pres’ dent nor any responsible person connected h the government supposes for a mo- rent that Congress will telerate any such increase -nditures which would cre- ate a deficit on the estimates of $21,500,000. Now, what ought the expenditures for the next fiscal year to be? The expendi- tures last year, to be paid by taxation, Were $365,000,000, for the previous year they re $152,000.00), and according to the es- mates of the Secretary of the Treasury the expenditures for the present fiscal year will be $272,000,000. Is it not a fair ent that the expenditures for the year ought not to exceed £380,000,000— seven millions more than the Secretary's estimate fer the present fiscal year, fif- teen millions more than the expenditures of last year and twenty-eight millions more than the expenditures of two years ago? It seems to me that this Isa fair judg- ment respecting the matter. Now, if the pencitures for the next fiscal year shall not rise above $80,000,000, then, on the es- timate of the Secretary of the Treasury, there will be a surplus of about $10,000,000. If the expenditures are to be increased nearly 350,000,000 suddenly, which no one believes possible, of course there would probably be a deficit next year. But I take it for granted that Congress, in its wisdom, will see that there is reasonabla economy practiced in regard to all expendi- tures, and will not increase its appropria- tions beyond the amount that is required by increase of population, for it must be remembered that the expenditures for riv- ers and harbors and coast defenses have been enormously increased within two or Should Be a Sarpt If the expenditures shall be kept down to a reasonable limit, making only the same advances that have been made year by year in the past in proportion to popula- tion, then the revenue of the next fiscal year, if estimated correctly by the Secre- tary of the Treasury, will pay every ex- penditure and leave a surplus ef $10,000,000 besides. (Applause.) But if we are going AS@ OUT expenditures $50,000,000 at = juncture at one stride, which I take granted no one expects us to do, then ficiency would be certain, because no nue legislation has ever anticipated any h sudden rise of expenditure as that. “And I may say, with reference to the framing of the revenue bill which became a law a few months ago, that the estimate of committee on ways and means was that this government required about $5.12%4 per inhabitant in order to meet expendi- tures. The estimate all through was made on that basis. With the expenditures with- in that mit, there will be no difficulty in baying the rewenuc erflicientto ™eet them the moment we shall have overcome the obstacles that havesheem putin obr way by anticipatory Importations. “Now, Me= Cwmirmarf, IWant to say a single word with reference to the present fiscal year. ‘The Secretary of the Treasury estimates a deficiency of $28,000,000 for the ‘al year, and that entirely out- it will be observed, of payments on account of the Pacific railroads.
