14 — NAVAL SIGNAL SERVICE Arrangements Made for a Oomplete Line Along the Coast. Muteresting Report of the Special Board Having the Matter im Charge. Arrangements have been made for a com- plete coast line signal service extending from Maire to Port Leads, La., connected throughout with telegraph and telephone lines in direct communication with the Navy Department at Washington. The special board having the matter in charge, Commander Schouler president, has sub- mitted a plan which has been approved by the Navy Department subject to the approved by the Treasury Department. According to the report: “The board regards the question of com- M™unication as divided under two general heads—service from sea to shore and that from shore to sea. Considering the im- portance of receiving information from a distance beyond the range of visibility, there seems to be but one method which has already had sufficient success to war- rant the board recommending it as_ the best method for communicating with a fleet, scouting vessel, or picket boat at a distance ranging from ten to fifty miles, with a possible extension of 100 miles; that 1s, homing pigeons. This, of course, is limited entirely to daylight, but inas- much as the same difficulties which mili- tate against the successful use of the hom- ing pigeon are present with the fleet or scouting vessels in obtaining information, tne board is of the opinion that this serv- ice, which already exists in the Navy De- partment, should be so extended as to cover such points of coast as are within the control of the Treasury Department or the var‘ous etate naval militias. At night the use of searchlights for distances of perhaps ten miles, and the Very’s night signals within fifteen miles, have been ex- perimented with to such a degree of suc- cess as to warrant its recommending these two methods for communicating from the sea to the shore after nightfall. It is not believed that any system of flags. in itself can be relied upon with any certainty, considering the difficulties which a calm or shore wind, a hazy atmosphere and the pe- culiar character of a shore background ygresent. The board is, therefore, of the opinion that some system based on the use of shapes or semaphores is the only one which can be relied upon. There already exists in the international code of signals with which all life saving stations are either supplied or can easily be supplied a system of distant signals requiring a ball, pennant and square flag, or a three-armed Semaphore. The semaphore, however, should be fitted with four elements instead of three, and it is believed that the hold- ing of the display for any appreciable length of time is of much greater value than the temporary transient display which it is necessary to make with any sema- phore having less than four elements. “It is believed that the means of trans- mission of intelligence from such stations as may be selected to the main televhone and telegraph wires either already exist or can, with the assistance of the naval mi- litta, quickly be installed and afford a cer- tain method of transmitting intelligence to headquarters. Having these systems in mind, the board has so subdivided the ccast that the important centers, such as naval stations or strategic points, shall be amply protected by the methods, and it submits charts showing points at which, in its opinion, homing pigeon cotes and semaphore apparatus should be installed and steps be taker. to instruct a sufficient number of men at each one of them in the use of these appliances so that the sys- tem may be carried on, at least exveri- mentaliy, until more specific arrangements can be made for their care and mainte- nance. “The board is fully of the opinion that the general supervision of this system of coast sigaal stations for naval defense ghould be under the direction of the Navy Department, each state having control of such subsidiary stations as may exist or be established within its limits. It is suggested tha. the naval militia can very Properly take charge of all the lines of communisation within their districts; keep in touch with the men and prenare plans for the rapid connection of all stations with the long-distance telephone and tele- graph system of the country; further, that they make such arrangements with the different telegraph companies as will enable them to keep their information up to date and be able to report all changes to the Navy Department. Any scheme of this rature will, of course, reauire the co-op- eration of the Treasury Department. “It is believed essential to the suc- cess of this scheme that some extra com- pensation should be awarded to the men that may be calied upon to take charge of and manipulate the plant at the va- tious stations. The board does not deem it within its province to go into the de- tails of either pigeon cotes or other meth- ods of signaling. The cost of ‘the system will be comparatively light. Pigeon cotes new exist at Portsmouth, Newport, New York, Norfolk, Key West and Mare Island. It is proposed by the board to utilize the following life-saving stations for signal purposes: Machias, White Head, Me.; the Highland lights. Cape Cod, Chatham, Shin- necock, L. L; Fire Island and the U. S. 8. New Hampshire, headquarters of the Ist Battalion, New York Naval Militia. Also the stations of Barnegat, Atlantic City, Assateague, Cape Hatteras, Wilmington, Tybee Island. St. Augustine, Jupiter Inlet, ‘Tampa bay, Pensacola, Port Eads, Galves- ton, San Diego, Fort Canby and Cape Fiat- —____+e+_____ ARMENIAN AGITATORS. Turkish Legation Issues a Statement Concerning Recent Outbreaks. The Turkish legation issued the follow- ing statement concerning recent Armenian outbreaks: “The Armenian agitators, conforming to thelr subversive program, form bands of brigands in order to subvert the public erder and security of the empire; and not only the Armenian brigands, but also their wives, use Martini s and dynamite shells. Only recent; governor general of the vilayet of Sivas and the governor of Janik have reported that the Armenian bands of brigands, members of the revo- lutfonary Huntshaguist committee in those regions, under the orders of the Houssep and Minas Oghlon, were pursued and ar- rested, excepting their chiefs and two members of the band, who were able to escape. The wife of Houssep, who, like her husband, was armed with a Martini rifle, having also devoted herself to bri- gandage, addressed herself to the authori- ties of Janik and surrendered, declaring that she renounced entirely illegal actions. Measures were adopted to surround the place which Houssep had selected for his abode, when the latter, with his two com- panions, surrendered ‘themselves to the grace and generosity of the loca] authori- ties. Thereupon these individuals, Ike many others under the same conditions, were conducted to their churches to swear @n oath, which they did, that they would live honestly and submit strictly to the laws of keeping peace.
