Ea Ge WILL HAVE HELLO SYSTEM Telephone Communication Between the Capitol and the Library Building. Senators and Representatives May Talk Direct With the Library Chiefs—Complete Circuit Provided. Arrangements are being made by which direct communication by telephone will be secured between the new Library of Con- gress and the Capitol. Details will be so arranged that senators and representatives can talk if they wish to any chief of any division. Communication is had at pres- ent by means of the pneumatic tunnel, pa- per messages being conveyed in this man- ner. Direct oral messages, however, are desired, and as the distance between the two bulldings, about a quarter of a mile, is too great for speaking tubes, a telephone with ordinary metallic circuit will be brought into requisition. The wire for this will go through the tunnel. : The Capitol terminal will be in a little room north of statuary hall, where an at- tendant will remain constantly to attend to the transmission of messages. The library terminal will be directly under the reading rocm, in the basement. An Independent System. There will be a system for the library building itself, so‘ that messages can be transmitted to different parts of the build- ing and communication had without the necessity of having the central city office brought in use. The main terminal will be at the central desk of the reading room, as that point will be called upon more fre- quently than any other. Station at East Entrance. A telephone will be placed at the east entrance of the library building for the benefit of the watch and the transaction of general business. One may be placed at the west entrance. The system will be complete in all respects. Superintendent Green has worked out the details. It is ex- pected that the communication will be es- tablished between different parts of the building by the middle of December. The telephone between the library and the Capitol will be in use before the others. Of the three elevators in the building, which are intended to ultimately run from cellar to attic, only one is now in opera- tion, and it does not go to the attic. The others will be put in operation when they are deemed necessary to carry passengers or carry freight. ————— PERMIT ISSUED. OS 66880600860 U. S. Electric Lighting Company Au- thorized to Extend Conduits. Armed with a permit from the Commis- sioners, President Thomas of the United States Electric Lighting Company left the District building today for the pur- pose of laying an underground conduit up 9th street for the purpose of lighting the suburbs, and incidentally paralleling the conduit of the Potomac Electric Power Company. It is the end of the hostilities between the rival electric companies for the pos- sesion of 9th street. The Potomac com- pany gave notice that it would procure an injunction againse the Commissioners to Frevent the issuing of a permit, and it was given until last Friday to do so. Yesterday afternoon a representative of the Potomac company notified Commissioner Black that his company had decided not to go into court, and the Commissioners accordingly issued the permit. ——— nd REQUIRED TO GIVE BAIL. Joseph Grinder, an old and infirm white nan, was held to await the action of the grand jury this afternoon by Judge Kim- ball in the Police Court, on a charge of as saulting William Mack with intent te kill him. Grinder was released on bail, his brother, Edward M. Grinder, becoming surety in the sum of $1,000. Mack, a white youth, testified that the 22d of October he was with some compan- fons near Grinder’s home in Southeast Washington, when the old man discha’ d a shotgun at the crowd, several shot strik- ing Mack and injuring him painfully. It was intimated by Attorney Campbell ‘arrington, who appeared as couasel for irinder, that the latier had been driven to desperation by annoyances perpetrated by the boys in the neighborhood, and that he had no intention of striking anyone, much less to kill, when he discharged the shot- rs Grinder merely desired to trighien the boys, it was declared. Judge Kimball thought the grand jury should pass upon the case, and therefore took the action stated, — Court Imposed the Penalty. Alice Brown, who was placed on trial yesterday in the Pelice Court on a charge j| of sending an indecent communication to Jane West, was fined $20 today by Judge Kimball, the case having been corrtinued.
