Consultation free. mh20-6t AN EVENTFUL SUNDAY Adventures of a Young Woman Who Fell Into Bad Company. She Had a Walk, Was Dragged, Rob- bed, Put Outdoors, Committed an Assault and Was Arrested. A handsome yotng woman, who gave her name as Mamie Wilkins, teday pleaded guilty before Judge Kimball of disorderly conduct yesterday afternoon, but was dis charged by the court after hearing evi- dence in the case. The testimony showed that Mamie about 3 o'clock Sunday afterr.con gained an en- trance to the rear of the premises of Mrs Margaret M. Lacy, No. 604 F street north- west, and threw bricks against the glass door and windows with such effect as to break several of them. Mrs. Lacy became alarmed and sent for Officer Fitzgerald, who took Mamie into custody and sent her to the potice station. Judge Kimball celled the young woman to the stand and asked her for a state- ment of her side of the case, whereupon she told the following remarkable story: “I do not doubt that what the lady says about me is true. Yesterday afternoon about © o'clock. I, with a friend, wnose single name was Anna Keys (she is mar- ried now, but I do not know the name of her husband), and whose home is at No. 76 K street northwest, were out walking when we met two men who were friends of Anna's. The men took us to the office of Clark, Deemer & Co., No. 602 F street northwest. Upon arriving there the men went out and got two bottles of whisky, of which all of us drank. “After taking a small érink of the whis- ky, I became unconscious and knew noth- ing about what I was doing until I found myself in a cell at 11 o'clock last night, and then ascertained that I had been rob- ted of in money and all my clothing ex- cept a skirt. I must have been drugged and then turned out in the street, wnere the officer found me.” In reply to questions from Judge Kim- ball, the girl said she was utteriy unable to furnish any clue as to who the men were, but thought her friend, Anna Keys, coui and asked that the latter be sent for. was now, she said, out of employment, but was supported by her grandmother, who Mves at Takoma Park. PRESSURE ON COMMISSIONER FORMAN State and National Dairy Men Watching Wilkins-Butler Case. A REVIEW OF CONDITIONS The authorities of the internal revenue bureau have not yet reached a final de- cision on the offer submitted by represen- tatives of Joseph Wilkins and Howard Butler to pay a large sum of money into the treasury in return for having the crim- inal prosecution now pending against the men in Philadelphia dropped. a familiar one. Special Agents Bowen and Van Horn of the internal revenue office arrested Wilkins and Butler in this city on a charge of having removed the legal stamps and distinguishing marks from tubs and packages containing several thou- sand pounds of oleomargarine in a ware in Philadelphia. Bowen and Van Horn charged that they watched the men while engaged in the work of scraping off the stan.ps and other marks; waited until they had treated all the tubs and packages as described and then stepped out from their places of concealment and confront- ed Wilkins and Butler, at the same time seizing the tools used in the scraping and the remains of the destroyed stamps. in this city three days after the alleged events occurred, and Wil- Kins and Butler were held by U. S. Com- missioner S. C. Mills under $4,000 bonds to appear in Philadelphia. The two men were subsequently indicted in Philadelphia and a day set for their trial. They did not appear when called and bench warrants were issued for their arrest and sent to United States Marshal A. A. Wilson here for service. according to Marshal that Wilkins was engaged in business here and promised to appear for trial in Phila- delphia when wanted, not served. Meantime the internal revenue authori- received the offer mise the case, the amount offered, said, being $12,000. Upon learning of this a Star reporter called on Commissioner of Internal Reve- who said an offer to com- promise the cases against Wilkins and But- ler had been made and was under con- sideration by his the case vas being held up for investiga- tion to ascertain whether it would be ad- ble to agree to the compromice. Widespread Interest. The publication of these facts in The Evening Star attracted widespread notice among the dairy interests of the country, which have suffered so severely by the continued and persistent violations of the oleomargarine laws by the dealers in oleo- margarine, and the National Dairy Union by its officers took active measures to pre- vent the compromise from being accepted. Willson of Elgin, Ill; its vice presidents, James Hewes of Baltimore, D. Edson’ of Philadelphia and other are bringing great pressure to beer on Commissioner Forman. What a Compromise W ‘The general impression prevailing among those interested in the upholding of the oleomargarine laws is that a compromise of the case under consideration will serve to encourage the continued violation of the regulations of the which the United Dairy Union, Statutes and of Treasury Department, States Supreme Court in the recent cases of Kollock, Lusby and others, who were convicted in the District Criminal Court, virtually declared were as binding as the statutes themselves. A compromise would also have the effect, it is believed, of mak- ing the special agents of the internal rev- enue bureau, whose duty it is to discover violations of the laws in question, to be- come careiess and lose all interest in their work, because they would feel that, no matter how zealous and watchful might be, their efforts would prove fruit- less, save only perhaps to add a few dol- lars occasionally to the fraud fund of the internal revenue-bureau. In the interview between The Star re- porter and Commissioner Forman regard- the representatives of Wilkins and Howard Butler compromise the Philadelphia case Com- ing the offer of internal revenue bureau was not in favor of the oleomargarine men. This may be true as far as the pol- icy of the bureau is concerned, but it is a notorious fact that on many occasions in the past, especially within the last eightcen months or two years, the oleomargarine men have been informed of the intention of the internal revenue authorities to pro- inst them for prdjected violations ‘w sufficiently long enough in ad- vance to allow them to change the base of their operations. Oleomargarine was being stripped of its stamps and other distinguishing marks, in order that it might be sold for genuine butter at two well-known points on the Baltimore and Ohio road last year, Bruns- wick and Shenandoah Junction. The work was being done at night, and in the cars in which the stuff was shipped. The recent payment of the fines imposed on dealers convicted here in Washington, and the serving of the short terms of i prisonment in jail by the convicted par- ties, are declared to be a sufficient an- swer to the argument of the internal rev- enue authorities that it is better te accept compromises from those charged with vio- lating oleomargarine laws than it is to put them on trial and run the risk of an The fact is well known that the oleomargarine dealers are afraid cf only one thing in prosecutions, and that is the publicity given to their method: reason of public trials, and the consequent education of the public into the widespread system of imposition which the illegal sale of cheaply-made oleomargarine for butter at the higher prices commanded by the latter genuine article maxes possible. ——_.
