Renews His Recommendation for Payment of Dividend Cleims and Submits Braft of a Bill. Mr. Eckels, controller of the currency, has submitted to Congress his report as ex- officio ccmmissioner of the Freedman’s Sav- ings and Trust Company for the year ended December 5, 1896. The receipts for the year aggregated $6,754.94, which, added to a bal- ance on hand, November 30, 1895, makes a total of $36,602.30. Nearly the entire re- ceipts were collected on judgments against C. R. Douglas and L..H. Douglas. The to- tal disbursements for the year, including salaries and expenses, were $2,739.81, leav- ing a cash balance on hand at the close of business, December 5, 1896, of $33,862.49. Three claims, calling for $8.76, were pre- sented and paid during the year, under the provisions of the act of February 17, 1883, making’ a total of 1,044 claims paid under said act, amounting to $10,732.82, and _leav- ing 1,367 claims unpaid, calling for $6,748.18. Of the accounts and dividends barred un- der the act of February 21, 1881, 8ix claims, requirng $27.00 to pay the 62 per cent de- clared in dividends, were presented for pay- ment during the year, making 265 claims presented since May 12, 1885, calling for To Pay Dividends. The commissicner renews his recom- mendaticn in former reports that authority be given for the payment of the dividends on all barred claims, the funds and avail- able assets on hand being deemed sufficient to pay all claims for such dividends likely te be presented for payment hereafter. The following draft of a bill designed to accomplish this purpose is again submitted: A bill authorizing the commissioner of the Freedman’s Savings and Trust Company to pay certain dividends barred by the act of Febriary 21, 1881: Be it enacted by the Senate and House of Representatives of the United States of America, in Congress assembled, that the ecmmissioner of the Freedman’s Savings and Trust Company be, and he is hereby, authorized and directed to pay from the funds in his hands available for that >ur- pose, to all claimants otherwise legally en- titled thereto, who have not yet received them, the 62 per cent in dividends hereto- fore declared in favor of the depositors of said compsny, notwithstanding the limita- tton for the payment of such dividends con- tained in section 8 of an act entitled “An act amending the charter of the Freed- man’s Savings and Trust Company, and for ones purposes,” approved February 21, 1881.
