Boys Are Looked After in Every De- partment of the Institution—No Death During the Ye: In his annual report Mr. G. A. Shailen- ger. superintendent of the District reform fchool, gives the following account of the methods and condition of that institution: “The many failures so apparent in the management of the average homes of to- day warrant the conclusion that our staie and municipal laws are notably deficient in their exactions upon parents and guard- jars; otherwise the number of commit- me ‘0 our reformatory and penal insti- tutions would be greatly diminished.
