The populist party of Washington county is on the move. ‘It has just ‘effected a per- manent county organization, and appointed @ central committee, composed of three members from ‘each’ of’ ‘the’ twenty-three districts. Tuesday,. July 31, has been se lected as the date for holding a county con- vention to select delegates to’ attend the congressional nominating convention, pre- viously arranged to be held at Rockville, which, howevet? it*'1¥“"now” proposed to change and hold either at Weyerton or Hagerstown. This is readily recognized by demo- cratic leaders-:While- they recognize the fact that there is no earthly show of the ulists electing..their congressional can- didate, they are awake to the realization that the demoeratic: candidute;: be: who he may, will be hampered at the outstart, with the chances decidedlyagainst "htm; as the Populists boast that they will ll one thousand votes in this county, from the Present outlook, being no idle boast. Hagerstown prides itself upohitS volun- teer fire departmen’, and, from an _unpre)- udiced standpgint, very justly. [Effective and prompt -work..upon...the, part, of the game prevented yesterday what might have proven a most disastrous fire. About 3 p.m. fire was discovered in the agricultural works—composed of several large buildings —of D. F. Hull & Son, on North Locust street. When discovered the fire had made considerable headway, but the flames gre promptly subdued with a loss of only about $500, thus saving to the city a very important industry. Over in Greénéastle Mrs. Sarah Koser was not so fortunate. A fire, started for the purpose of doing the week's washing, destroyed her residence, entailing a loss of about $1,000, with no insurance. The Popular Institu(ion Has Been in Existence for Hundreds of Years, . “From time immemorial, says All the Year Round, booksellers’ shops have been the favorite resort of all touched with the love of letters, and in the days gone by, when the art of advertising was practically unknown, it was only by frequenting the shops where books were sold that possible Purchasers were able to learn what was going on in the publishing world, to. know what new books were In course of publica- tion and to hear and exchange the latest literary gossip. These early book lovers, one may be quite sure, would be certain to while away many a leisuré’ hour by “‘sam- pling” the wares on their hosts’. counters, and Wbuld read, or at least dip into, many volumes besides those they actually pur- chased for more leisurely consumption at~ heme. And hence might arise, .very natur- ally, the custom of formally lending out books to read for a momentazy considera- tion. Thus, at the end of Kirkman's “Thra- cian Wonder,” published in 1661, the book~ ier makes the foltowing announcement: f any gentleman please to repair to my house aforesaid, they may be furnished with all manner of English or French tories, romances or poetzy, which are to sold or read for reasonable consideration.” It is not quite clear from the last few words whether the hooks might be taken away to be read, or whether the reading was to be done in the bookselle:’s shop. But that books might be taken heme is evident from the remark of a x “Poor Scholai printed in 1662 a bookseller's” he so ‘and give him this angel, which I'll lend you, fop the use of the ny-languaged Bibles lately pub- lish’t for a week.
