He says: “News hag just been re- ceived from Rama to the effect that William ernor of Rama last night without any Justi- fication therefor. Wilson died soon after- ward. Great excitement prevails here this evening. One shot fired here would cau: the death of every Nicaraguan in Blue fields. We are anxiously awaiting the ar- rival of an American warship.” During the afternoon a steamer arrived, bringing a letter from the same correspon- dent, in which he describes the tension of feeling there, and also positively confirming the report of the ceding of Corn Island to the British by Locayo in consideration of being left in control. Among other things he says: “The ceding of Corn Island to the British is the first step toward interfering with the control of the Nicaragua canal. On the 18th instant the Cleopatra left for Kingston, and in On the evening of the 20th the Canada, with the chief of the Mosquitos and the deposed attorney general of the reserve, a British creole, steamed away for Pearl Lagoon, where the chief and his legal adviser were landed, it being the home of the attorney general. No sooner had the Canada |steamed away than Lacayo brought thirty soldiers and several boxes of arms and ammunition from Rama. “This was a direct violation of an agree- Ment entered into by and between Lacayo and the British consul in the presence of 8. C. Braida, our United States consul, that Nicaraguan soldiers would be neither brought to Bluefields, nor would Nicar: absence of the British warship. The pres- ence of the Nicaraguans on the river steamer necessarily created the wildest ex- citement. In less than ten minutes fully | 1,000 citizens, Americans and creoles, were armed with revolvers. It was a trying mo- ment. Owing to the timely action of the | United States consul, who was enthusiasti- cally supported by the American element, Lacayo was again brought to terms, binding himself this time to confine these foolish intruders to his residence quarters. “If one shot had been fired there would not have been a Nicaraguan alive in Blue- flelds inside of thirt; GUARANTEE SAVINGS. REYNOLDS, Secretary apd General including Lacayo, who beyond any shade of doubt deserves to be shot for the ny out- rages which he perpetrated against the in- habitants of Bluefields and the Mosquito reservation. A general meeting of the cit- izens was then convened at the Intern tonal Club, when the action of the Ameri- cans was again indorsed, and an agreement made, which is that no assistance shall be rendered to Lacayo and that the Americans will remain neutral, pending the arrival of the United States warship, unless it should become necessary to defend their homes and property, when, even then, they will be directed by the United States consul. “I must here add that, owing to the per- fidiousness of Lacayo and the hypocritical antagonism of the British consul, Consul Braida has been subjected to a most trying ordeal, and more especially so as he has re- ceived no instructions from either United States Minister Baker or from the ‘State Department at Washington. However, as Capt. B. B. Zatt, United States vice consul, has sailed for Washington, we feel that our government will soon be fully informed on all matters connected with the unsat- isfactory condition of affairs within the osquito reservation, for which Carlos Lacayo is responsible. While every true American must be in favor of the enforce- ment of the Monroe doctrine, the right, trol themselves according to their own laws and customs within the reservation, as de- fined in the treaty of Managua, should be also enforced by the government of the United States. “For if the government of Nicaragia should now assume the direction of affairs of Bluefields and the Mosquito reserve, the several growing industries created and car- | ried on by Americans, and in which millions | arbitrary taxation. It would be the lemon | squeezed dry, a game which the Nicara- | guans understand only too well, and exspe- cially when Amerteans are not backed up oy warships.” ++ The Board of Trade. ‘The board of directors of the Washington Board of Trade met yesterday afternoon in the Glover building. There were present President B. H. Warner, Secretary John B. Wight, Mr. Henry A. Willard, Mr. Frank Hume, Mr. Theodore W. Noyes, Mr. John H. Magruder, Mr. Thomas Somerville, Mr. S.
