To the Editor of The Evening Star: In view of reports from experts as to the safety of certain large buildings I would like to call attention to the fact that experts generally Pass upon the question of the safety of the building, 98 far as they can determine from the appearance of the walls, as seen from the out- side course of brick and the plastering covering the inside course of brick work. 5y rarely cut into the walls to see if they are really as they appear. I lately saw the stone work in the foundation of a large building on F street uncovered and there was not a le of mor- tar to a depth of five or six inches into the wall to hold the rock together. Not enough atten- tion is paid to stone or brick work by the builder or contractor. He sublets these im- Portant parts of the building toa mason, The nilder hard upon the scaffold to examine the stone or brick work to see if the work is properly done. I know that often the middle courses of brick or stone work is put into the wall dry, no mortar or cement being used to properly tie the work together. Con- sidering the great importance of this part of building there should certainly be an inspector appointed for every large building whose sole duty should be to look after the proper build- ing of the walls. Representatives of various Christian organi- zations held & meeting last evening at Wesley Chapel and perfected the organization of the Anti-saloon League of the District. Large Namber of Prisoners in the Police Court—Insufficieat Accommodations. ‘This week has been a heavy one in the Police Court and the judges have had plenty of work todo. During the woek 295 prisoncrs have occupied the three cells, and of that number seventy-five were females. ‘Tho arrest of women has been the cause of much comment in Police Court circles lately, and instead of two or three of them being locked up daily they now number from six to twenty-five. As here- tofore published the cell room is wholly unfit for the incarceration of prisoners, there being room for not half the number that is usually inthe three cells. In each cell chere is seating capacity for seven persons, but itis nots rare thing to put twenty-five victims in each of them. During tho hot weather much suffering is caused by the pris- oners being put in cells where there is no ventilation whatever. It is not the fault of the judges that there is net more room for the prisoners, for when the improvements were being made they wanted large room put in order for a female cell, but the District officials who wéte deuling out the appropriation held that no money could be expended for that purpose. poe < eee The Alleged River Racing. ‘The hearing of testimony in regard to the al- leged race between the Randall and the Wake- field on the Potomac June 24 was concluded yesterday. After the report in Tue Stan closed yesterday Charles C. Lancaster, Law- rence Gardner, Capte W. D. Nowell of the Ran- dall and Frank H. Pelouze gave thei: testi- mony. The steamboat inspectors who con- ducted the investigation make a report to Gen. Dumont, the supervising’ general of steamboats. ——.——_ Turned Over to the Board of Guardians. Seven little colored boys. dressed in olean suits of linen, marched into Judge Miller's court yesterday and stood in a row. A paper on which their names were written had been filed and the paper set out that they were desti- tute of proper homes. They had been brought from the Home for Destitute Colored Women and Children, all having reached the age of twelve years, and under the rules of the institution they could no longer be held there. ‘Most of the boys were orphans, although some of them were abandoned children or those who were taken there because they did not have good homes. Agent Lewis of the board of guardians was Present in court, and he said he was ready to the boys and care for them. He said he would provide suitable homes for them, and in viding the homes he said great care would taken in order to determine tne fitness of those who were to take them. Judge Miller made an order committing the boys to the charge of the board of guardians, and Agent Lewis took charge of them. oe Real Estate Matters. W. L. John Cunningham, » young colored man who came here a short while ago from Rich- mond and got employment as bell boy at the Lawrence Hotel, did not keep his situation very long. because he was not satisfied with what wa: his own. There wore other bell boys in the hotel. and they wore good clothes, had watches them. Jobn wanted all these things in addi- tion to his compensation, and he got them.
