8 THE EVENING STAR: WASHINGTON, D. ©, TUESDAY, MAY 9. 1893—TEN PAGES. WOMEN AND POINTS OF ORDER. An Expert’s Comments on the Proceedings of the Lady Managers. Acting Register Harry Smith, who went to Chicago at tie request of Mrs. Potter Palmer to assist her and the board of lady managers in Fespect to parliamentary and other proceed- ings, returned yesterday morning and was at Bis desk today. Toa Stax representative he sai “I was unexpectedly ‘called ba: Kimball, superintendent of the life saving service, who is commissioned as acting register during my absence, was obliged to leave the city. I was compeiled to leave the beard on Tuesday afternoon during one of its most interesting meetings. in order to catch the New York limited,» neces~ sity which I deeply regretted, but as to which Thad no alternative. “I bave alwazs been opposed to ‘woman suf- | frage’ and am still, until a decided major.ty of Women ask for it, but I confess frankly that my views in respect to that — question have been modified by the proceedings of the beard of lady managers of the world’s Columbian exposition and its executive. Among its members are some very superior. if nos remarkable, women, and, while it con- tains ‘objectors’ and " quibblers about ‘quorums’ and sticklers for a strict ob-| servance of the rules and precedents, I am bound in honor to say. after a close and eazeful study of the personnel of the Dbourd, that it is quite superior to the ‘average’ state legislature—or ‘lower house’—and that while it lacks col- lectively the legal training and business experience of the members of the national Honse of Representatives, it possesses one merit which overshadows, in my jadgment, any and all other defects which it may have. It does not ‘filibuster,’ and from its first meeting to date bas never disgraced itself by the remarkable performances which in re cent years bave been witnessed in the House of Representatives by the indetinite repetition of dilatory motions, commonly known as ‘filtbus- tering.” i ex-Speaker Heed and possibly some other statesmen to the cause of ‘woman suffrage,’ but it will have to stand.” “To what de ‘Tae Star inquired. ee “There are three prime reasons for it,”” was the reply. “*First. The board of lady managers is composed of representative women, who are in r= | earnest in respect to the success of their separate display of woman's achievements in art, industry, literature, philanthropy and scien d parliamentary methods is a positive ge to them. It enables them to cut rdian knot of ‘strict construction,’ and eure results.” : ““Yhird. The board has as its president one of the most charming women in America, who, in addition to a zeal that has nev flagged in the work of interesting the women of the world in respect 10 the ‘women’s fair, is the possessor of very remarkable tact and self-possession. The s y and other officers are competent and usies, som! * Lam bound to say that, as tive’ body, it will compare £ House of Representatives =i which period my personal ten “"Sow about the bickerings of which Mra Pahner complains, and on account of which she threatened to sever her entre connection with the boards” was a=k “fhe trouble “almost wholly with M has been a ‘malcontent’ acd ‘marplot’ from the start. ' “It will be a grand exhibition in time, but it was a mistake of the management that it did not on April 20 announce that the gronnds would be closed after the opening exetetses for at least fitteen days to all except exhibitors, workmen, and those having special permits or passes. That would have enabied them to complete the necessary work of putting the grounds and approaches in order and complete the interior work in the various buildings. The weather, strikes and other things have delayed the com- pletion, which the management could not pos- bly foresce. Most of the exhibits are in a Biate of disorder, a: it is safe to say that the exposition will not be complete an all essential respects before June 1. A Conference Kespecting Their Proposed Triennial Encampment Here. Ata special mecting of the directors of the board of trade yesterday afternoon confer- ence was held with representatives of the Knights of Pythias of the District in regard to the proposition to entertain the Supreme Lodge, Knights of Pythias of the World, and the grand conclave of the Uniformed Rank in this city in Angust. 1844. Those present as representatives of the board were B. H. Warner, Beriah Wil- kins, A. D. Anderson, ©. G. Staples and Wm. H. Smith. The Knights of Pythias present were: Col. Coggins, Woolman Gibson, Richard Goodhardt, R. F. Medford, 0. L. Suess, J. H. Mills and John W. Hardell. Tt was stated that the occasion wonld bring 800,000 visitors to the city, of which 25,000 will be in uniform. ‘The Supreme Lodge will be ia session about fifteen days, and the uniformed divisions will be in camp one week. There will be-competitive drills, with prizes, &c., and it is desired that a guarantee fund of about $40,000 be raised. of which 310.000 will necessarily have to be pledged in the near futare in order that Ms n, Carnahan may issue orders to the uniformed divisions. Lonisville, Ky., has aiready presented a certi- fied check for 260,000, provided the lodge is | called to meet in that city. but this city has Deen decided upon as preferable for many Feasons.
