Consequently it may be properly re- garded as the policy of the department in this matter. Secretary Herbert said to « Stax reporter ‘that although he would not interfere with the action of his predecessors in the cases that bad been brought to his attention, existing leaves of absence would not be extended in any case | where the officer is engaged in outside emplor- ment. It naturally follows that no new appli- cations of this kind will be granted. EFFECT OF THIR DECISION. A large number of officers and many outside interests are affected by this decision. Prensure will undoubtedly be exerted to change it, but it will hardly succeed. Secretary Herbert feels that so long as@ man remains in the navy he should serve the government alone, and give it the benefit of bis talents instead of offering them to the highest bidder outade simply because it paid bim better. He does not think it right that an officer who is educated by the goverument and trained in it service should be permitted, simply for hus own private advantage, to utilize his knowledge and experi- ence against the government and at the samo time remain on its pay roll. The change of policy in this matter is due to the fact that there are numerous officers Bow on | leave of absence who are employed by private firms doing business with the government, and are receiving pay from each. What makes the matter worse, 1s that these officers are utilizing aguinat the government in the interest of their better-paving private emplover the very infor- mation gained in their government service. A Commissioner Appointed to Investigate Certain Charges Against the ‘mle. For some time past various papers, especially the Dry Goods Trade Journal of New York, have charged the officials of the New York cus- tom house with irregularities in the adminis- tration of their offices. Secretary Carlisle is determined to reach to the bottom of these in- snuations and today appointed ® commission to investigate them. The commission con- wists of Charles S. Fairchild, the former Secretary of the Treasury, Mr. Daniel Magone, ex-collector of the port of New York, and Poin- dexter Dunn, ex-representa' from Agkansas, who is now in this city. They will be allowed 8 $10 per diem salary, besides an allowance of $5 per day for expenses. ‘The commission will have a mass of papers presented for their consideration and, besides ing as to the truth of the charges made, probably makecertain recommendations as tothe manner of conducting the business of that depariment with a view to the possible changes to be made in the present tariff law.
