Under a treaty concluded _be- tween the United States and these Indians the Cherokees surrendered a large tract of Ind to the United States, commonly known as the “Cherokee Outlet,” for which they receive in cash $295,796, and the United States con- tracts to pay them in the future, beginning March 4, 1895, $9,300,000, in five’ equal in- stallments, the deferred payments to draw interest at the rate of 4 per cent per annum. | ‘The Cherokee Indians do not want the last four | payments in cash when it is due, bnt have submitted a proposition to’ Secretary Carlisle to issue bonds for — $5,640,- 000, bearing interest at the rate of 4 per cent annually, the bonds and interest to be guaranteed by the United States govern- ment, and to run fora term of years, and for the first payment of 1,660,000 to be paid in cash when due, interest in the meantime run- ning at the rate of 4 percent, as provided by the law. Some minor details looking to the issue of bonds were also submitted. Sketches of Attorney Thomas and His As- sociate, Mr. Duvall. Mr. 8. T. Thomas, who succeeds Mr. Hazel- ton as attorney for the District, is a well-known member of the District bar, He was born in Fairfax county, Va.,in 1850. His early days Were spent ona farm. When five vears of age his family moved to Missouri, where he remained until 1868, when he came to Washington. He received his education in the public schools in Missouri. ‘One year after he arrived in this city he entered the law office of Gen. S. 8. Henkle and four years later was admitted tothe bar. Immedi- ately after being admitted he attracted the attention of ex-Commissioner L. G. MR. S. T. THOMAS. Hine, who was then in the midst of his fessional career. His close attention to duty, his ability and skill so impressed Mr. Hine that in the same year that he entered the bar Mr. Thomas became a riner of Mr. Hine. Since that time ir. Thomas has been an active practitioner and has been aged in some of the most important law and equity cases before the Supreme Court of the District of Columbia. On the first of December, 1889, he became assistant attorney for the District, succeeding Mr. H. E. Davis, and since that time has rendered the District material aid in the solution of knotty problems. His thorough knowiedge of the in- tricacies of the District s lwas eminently quali- fied him for the porition of legal adviser to the District Commissioners, and when Mr. Hazel- ton’s resignation was called for the Commis- sioners promptly acknowledged his fitness by appointing him attorney for the District. General approval is expressed among mem- bers of the bar of the appointment of Mr. Thoma. » Mr. Thomas will enter formally upon bis new title and dignities on the ist of June. MR. ANDREW B, DUVALL. Mr. Andrew B. Duvall, who succeeds to Mr. Thomas’ place as assistant attorney for the District, is a native of the city of Washing- ton, where he was born March 20, 1847. His entire hfe has been —= in this city. He attended the ‘depart- ment of Columbian College; after his grad- uation in 1867 he was tutor there for a year. He commenced the study of the law in the law department of the college, and in 1869, having received his degree L. L. B., he was admitted to the bar and immediately entered upon the practice of law. For several years be was in partnership with the late Joseph H. Bradley. Mr. Duvall is professor of equity and torts in the law department of the Georgetown University. He is also a trustee of the American University. He bas served as director and treasurer of the Bar Association, and one of the charter members of the Alumni Chapter of the Sigma Chi Fraternity. He has enjoyed » large and general practice in all the courts, and has been engaged in his share of the important cases litigated here, his last case of public interest being the Hutton case against the District, in which he succeeded in obtaining the decision of the Supreme Court of the United States opening membership on our police force to others than those who had served in the army or navy. The health officer at Astoria, Ore., yesterday telegraphed the Treasury Department that the steamer Danube had arrived at that port from Hong Kong, China, with 600 Chinese on board. These Chinese were destined for Portland, Ore. In the course of bis medical examination he also examined helt papers,and he expresses the opinion that nearly all of ‘the 600 Chinese have bogus certificates.
