Howard of Tennessee today en- tered upon his duties as chief clerk of the Post Otice Department, relieving Mr. W. B. Cooley, who, in the course of a couple of weeks, will go to Philadelphia to take an important position in the establishment of Mr. Wanamaker. During Mr. Vilas’ administration of the Post Office Department Mr. Howard was chief of the stamp division, and when Mr. Vilas was made the chief clerk of that department.
