APPOINTED A REPUBLICAN. ‘Makes a Vast Difference. ‘There was practically but one thing talked about by the employes of the Post Office De- partment today, and that was the selection by Postmaster General Bissell of Mr. Nathan Smith | to be chief of the bond division. Mr. Smith is, perhaps, more widely known than any other employe of the department. For yoars he bas been in charge of the cases of presidential postmasters and in a business | way he is constantly brought in contact with members of Congress as well as with the general public which from time to time journey to this city and interest themselves in the appointment of the postmaster of their city. All the facte in these cases as are known to the department are in charge of Mr. Smith. Everybody who has met him ine business way has been sur- prised at the readiness he has displayed in stating the information which was at hand. Although there are between 3,000 and Presidential postmasters Mr. Smith has each office at his tongue’s end. His really remark-/ able memory in this respect hes made him simply invaluable to the Postmasters Gen- eral and he has been retained through all the changes in administrations. Mr. Gresham Yanted to make him chief clerk of the department, but Mr. Smith declined. He bas resigned several times and engaged business, but has always foun ready for him when he wished to return. He intendad to resign in the conrse of a few weeks, but Mr. Bissell by giving this place, which pa} £2,000 per year, has succeeded in. rel ing his services. "Mr. Smith is a republican, and his appointment as chief of division under a democratic administration is perhaps the most remarkable feature in the long official career of Mr. Smith. While Mr. Smith will be chief of the bond division he will still be in charge of the presidential cases, and like his | namesake, Mr. Amzi Smith of the Senate doc- ument room, will still continue to astonish by his eneyelopedic intormation and readiness, Mr. Quincy Was Misled Into Supposing That the President Wanted Him. The Secretary of State has revoked the ap- pomntment of Mr. Dean F. Curry of Albi N. ¥., as commercial agent at Yarmouth, N. 8. The reasons for this action are said to be poli cal, but this is denied at the State Department. | It was asserted last night that Mr. Carry is a | “machine” politician of New York and as such | was regarded as unfit to hold a federal office. Mr, Curry's friends say, on the other hand, that he was never identitied with the Hill machine and has been « Cleveland man from the first. Mr. Curry was appointed by Assistant Secre- tary of State Quincy before the latter had been confirmed or had qualified. He had his trank packed and was ready to depart when the news of the revocation reached him. He paid a vieit to the State Department this morning, but did not get much satisfaction. Assistant Secretary Quincy was seen bya Star reporter today in regard to the case. He said briefiy: “It was the origiual intention of the department toappoint Mr. Curry to this place. It was formerly held by him. He was appoint- ed, but had not qualified. Subsequently the department changed its intention in this mat- ter and recalled the appointment. It is not thought ngcessary to state the reasons for the change. but the fact is that politics, either in York or outside of that state, had nothing tever to do with it. 1 would like to bave | that clearly understood.” | Later in the day it was clearly established | that the appointment was the result of « misun- derstanding. Mr. Curry had applied for the office and went to see Private Secretary Thur- ber about it, The latter told him to go and see Assistant Secretars Quincy. He gave bim | a short note of introduction, When this simple and insignificant message was delivered to Mr. Quincy it had assumed the formal proportions of an order from the President and the appoint- | THE PENNSYLVANIA SOLDIERS, Adjt. Gen. Greenland, Gen. John M. Wiley and Capt. J. M. Siegfried of the Pennsylvania National Guard returned to their bomes last night, During their stay in this city for the past few days they have beon investigating charges made against the Venneyivania militia | that they committed all kinds of outrages on innocent and inoffensive citixens during in- augaration week. The commission, if auch it can be called, was anxious to sift the charges to the bottom and = the blame on the responsibie they say, ther have been unable to do, as those upon whom the assaults were made would not, when directly asked, declare that it was Pennsylvania mulitiemea who committed the deeds. They knew them to be soldiers in blue, Dut could not state positively that they were from the keystone state.
