The Vice President announced the appoint- ment of Mr. Walthall (Mississippi) as one of the directors of the Deaf and Dumb Institute for the District of Columbia in place of Mr. Hawley (Connecticut), resigned. Mr. Call (Fla. ) offered a resolution in regard to the commission to inguire into the soveral executive departments of the gov- jernment, which had been the subject of discussion in yesterday's session. The resolution declares that the provision of the appropriation act providing for the ap- pointment of three Senators and three Kepre- sentatives of the Fifty-third Congress by the residing officers of the two houses in the fty-second Congress as such commission is in derogation of the constitutional rights, privi- Jeges and prerogatives of each honse, is other wise violative of the Constitution and is adso- lately null and void.
