Morse of Michi- gan would be the nest consul to Glasgow. Jndge Morse is a one-armed soldier, Lebanon. who would who defeated Judge Cooley, now of the interstate commerce commission, for the supreme judge of Michigan. He was nominated for governor by the demo- crats in the last campaign and was a candidate for the vice presidential nomination at the last Chicago convention. He isan intimate friend of Ddn Dickinson, who, it is sad, has pushed him for the piace. a ens THE SENATE REORGANIZATION, It Will Probably He Delayed Until Next Fan. It is not probable that the reorganization of the Senate, so far as the elective officers and the employes under them are concerned, will be made until next fall when Congress meets. Now that the caucus has decided on the prin- cipal officers the desire among the democrats to reorganize at once is not so great as to lead them into a protracted debate on this question which would prolong the extra session for any length of time after the President notifies that body that he has no further communication to make to it. The republicans, on the other hand, are de- termined that the reorganization shal! uot take place at this time, and are ready to fight the matter out to the end. Many of the Senators j are desirous of leaving the city, and some are already making their preparations to do so, It is probable that after the contested election cases are decided @ quorum will no: remain in the city. Besides this many of the democratic Senators lave received favors from the republicaus in having men ap- pointed and held on the roils and conse- quently are not over anxious to press the mat- ter of reorganization. ee 20 BE U. 8. THE NEWS AT THE STATE DEPARTMENT. Secretary Gresham was today officially ad- vised of the purpose of the French government to establish an embasey at Washington in place of the existing legation. Although it was not so stated itis believed that the present minis ter, Mr. Patenotre, will be accredited to this country as ambassador, thus following the pre- cedent established by the British government in the case of Sir Julian Paancefote, Mr. Eustis will therefore be accredited to France as an ambassador also, instead of as minister plebipotentiary. He may be the first to fili an office with that title under the recent act of Congress unless an ambassador to Great Britain shall be selected in the meantime. Mr. Eustis has already been commissioned as minis= ter plenipotentiary and envoy extraordinary, #0 that he will require a new commission. The Secretary of State has not yet deter- mined on his course in the matter. Before he acta, however, it is likely th&t he will ask the Attorney General for an opinion as to whether Mr. Evustis will have to be nominated for the office under the new ttle er whether the President is authorized to accredit him to France as an ambassador under bis confirmation as minister.
