t ‘THE EVENING STAR. WASHINGTON. January 27, 1893. FRIDAY cRosBy 8. NovES Editor. ‘THE EVENING STAR hase regular and permanent circulation in Washington three times larger than that efany other paper in the city. As a local NEWS paper and Ad- Yertising Mediam it has ne competitor. After suffering of the most intense deserip- tion, succeeded by @ long period of uncon- sciousness, James Gillespie Blaine this morning succumbed to the prolonged assault of uncon- querable disease. Heroic efforts were made by the distinguished invalid and by his medical attendants to draw life's thread out to its great- ext possible length, but the hour came when all efforts were unavailing; when one of Amer- fea’s most brilliant statesmen met the fate which sooner or later comes to all flesh. No other man of his time was 60 conspicuous as be and no other has left more in- elible impress upon the history of the now-dying generation. He was possessed of an ambition that knew no limit, for it was based upon the possibilities of national growth— ‘which to his keen vision were without bounds. From an bumble beginning he arose to power such as is given to but few, yet he was denied the presidency by men who feared his positive nature and conld not understand his advanced patriotism. ‘That occasion will develop Ameri- cans as great ashe is not to be doubted, but that his peer is in public life today will hardly be claimed even by those who loved him not. +e To even the casual observer there is evident much difference of opinion between Secretary Fikins on the one hand and Gen. Casey and ‘Maj. Chas E. L. B. Davis on the other as to the public's rights in connection with the Long bridge. Secretary Elkins, who, being « rail- road man, is inclined to be liberal with his associates, says: “In my judgment the better plan by far would be to authorize the railroad company to construct a new bridge when neces- sary, exclusively for railroad purposes, at ite own expense, and the government to build « wagon road bridge at the most suitable point for public travel.” Maj. Davis, who is @ practical and skilled engineer officer. “Two bridges at this point would in every way be detrimental to the interests of navigation of the United States and the citizens of Washington, and I recommend that such » proposition be not entertained. Nor do I see any reason why Congress donld donate the present bridge to the railway company and impose upon the people the cost of a new bridge. The existing bridge was built by and belonged to the United States. It was then put into the possession of the railway company on the con- dition that it should be maintained as a bridge for highway travel. Now the railway company proposes by this bill to appropriate the entire bridge to its own use as a corporation and let the United States or the District of Columbia build one for highway travel.” Comment would be supertluous, ss And now Italy has @ great national scandal on its hands, large enough to distract Italian ettention from France and its Panama troubles. ‘The cloud bas been visible for sometime past, acd although no larger than aman’s band it looked like the hand of « prominent statesman and seemed tobe full of somebody's money. the cloud has grown until it has the ap- penrance of several bands, and the evidence that they were all palm upward seems to be Several days ago Tue Star an- told of the Manager Cucinello of the Bank of was charged with the embezzlement of 2,000,000 lire. Two of the banks have closed their doors and other finan- cial institutions are said to be on the verge of prostration. Wholewle arrests are expected, because there are allegations of crookedness on the part of prominent individuals and news- papers. An effort to bring about parliamen- tary inquiry is being resisted by the ministry, but unless there are extraordinary changes in the really grave situation ministerial stub- bornness will not avail. —_sroo___ Faithful to its duty as the purveyor of news to the District of Columbia Taz Stam was first among the journals of this city to an- nounce the desth of James G. Elaine. At 11 o'clock the ex-premier breathed the last time, and in less than six min- utes after this hour Tue Evexrxa Stax was on the streets with the announcement and much biographical and other interesting matter. The history of this great man’s strug- gle with death has been told by Taz Stan with unrivaled completeness and accuraye. It was ‘Tux Stax that first mace known to the veople of the country the critical nature of Mr. Biaine’s illness, and from that sorrowful day to this every detail of legitimate public interest concerning the condition of the man in respect to whom the whole republic felt a pro- found eon: has appeared in its columns. Following the first “extra” of this morning were two other editions, each containing ad- ditional news, and all, from first to last, so very far in advance of any other paper as to satis- factorily maintain Te Star's reputation asa faithful servant of the people and the news paper of Washington. ———— Tt has been announced that a committee of eminent philanthropists who are deeply inter- ested in the welfare of the American Indian Will soon eall upon the President-elect for the purpose of recommending the appointment as Commissioner of Indian Affairs of s man— ame not as yet made public— who will do unto the Indiaus as he would that others should do unto him were he au Indian. As the Fourth of March brings with it a complete administrative @aange why look in the fields of polities or religion far © commissioner? Why not call upon the President to detail for that itaportant position an army officer who has for many years had wide and humanely-practical ex- perience in Indian matters; such an officer as Capt. Jewe M. Lee—admitted to be the best agent the service ever aad? The experiment is by no means dangerous, The suggestion is worthy « trial. for ee A bill was introduced in the Nebraska legis- lature prohibiting the use of gas in hotels and making the landlord responsible for any deaths in his house resulting from biown-out gas.
