Ae a local NEWS paper and Ad- Sertising Medium 1 has ne competitor. One of the features distinguishing the Camp- bell and Meredith liquor license bills from the MeMillan bill, and also from the existing avow- edly inoperative law, is the provision relieving saloon keepers, after once securing a license, from the necessity of getting anew every year the approval of # majority of neighboring prop- erty owners and residents. Instead of patting the barden of this annual canvass on the saloon Reeper the bills mentioned propose to permit the renewsl of the license unless a protest is filed by « majority of the neighboring residents ‘and property owners. This provision would undoubtedly contribute much to the ease and peace of mind of the saloon keeper. Itis ¢laimed that the requirement of the existing law makes opportunities for blackmailing saloon keepers, and that many of them have been victimized even to the extent of having to supply free drinks to signers during the whole year. This is a species of high license to which saloon keepers object. It ix not likely, how- ever, that those in favor of stringent liquor regulations will be willing to surrender the partial control over the liquor traffic which the existing provision,if the law be operative, gives | to the authorities and the public. They would regard as a greater evil than the occasional Diackmailing of a aloon keeper @ condition of law which woul! make it impossible to get rid of an objeetionabie saloon except by conduct- ing an aggressive canvass and securing protests from « majority of the neighbors, if a majority could be found who could not be corrupted by the eame means which {t ix stated saloon keepers are now frequently compelled to ave in order to necure signatures. — ‘The board of bealth of the state of Lonfataza fe much disturbed because it fears that Con- gress will, by the pasnage of a national quaran- tine law, deprive it of the supervision and con- trol of the instruments by which the quaran- tine of Orleans is now preserved. In a memorial »ddressed to the Senate and House of Representatives the board ‘protests against env congressional action looking to the abridg- ment or abolition of anv of the powers vested | fm ft by the aforesaid state laws, or any asurpa- tion thereof by the federal government.” Except for purely selfish reasons the board need not ‘regard with serious apprehension” the proposed transfer of quarantine work to theexclusive con- trol of the national goternment. Should that transfer take place it is aafe toxar that the officials | who would supersede the Louisiana board of health would be neither inexperienced nor in- different. If slander strengthened argument then the board would have scored @ point by saving that “the disposition of army and navy medical men to settle down into a perfunctory Foatine of official duties is proverbial,” but as Louisiana and other gulf «tates owe more to Col. George M. Sternberg, M. D., and Col. John &. Billings, M.D.. than to any other medical men of this age the reriark savors somewhat of | ingratitude.
