Ae a lecal NEWS paper and Ad- vertising Medtom It hae ne competiter. ‘To every one who has even the slightest ac- qonivtance with local conditions the necessity for = comprehensive and rigid liquor law must be evident. Efforts by conscientious citizens and officers of the law in the interest of public welfare have been thwarted by statutory weakness, and as a deplorable consequence the trafic which enlightened sentiment de- elares should be controlled is really the controll- ing power. That such conditions should not continue is. proposition which calls for no discussion in this civilized and civilizing era, nor is there any one so careless ns to aseert that there is not in this community an outspoken desire for proper legislation. And yet the de- mand is not unanimous, Two classes whose interests are very widely separated insist that there be no licensing and regulating liquor Jaw, and these are the believers in prohibition and those liquor dealers who have not an atom of regard for the community's welfare in their selfish composition, and who are impatient of ail restraints upon free whisky traffic. ‘The former are not content to accept the best that can now be bad; the latter are opposed to any semblance of law. It isa most extraordinary and incongruous combination of forces, but the alimnce will probably continue until there is demonstration of the probability oF impossibility of absolute legal prohibition. Under present conditions it would seem as thoagh ® reasonably exalted license fee couid berdiy fail to meet the restrictive require- ments, but that is of minor importance. What ts needed is a inw that can and will be enforced. ‘There are now three bills before Congress. Either of them would improve present conditions in at least one respect but in two of them (they are all sketched at length in other columns) are evident weaknesses and at least one retrograde proposition. Viewed from an important standpoint the McMillan bill is cal- calated to give more general satisfaction than the measures fathered, respectively, by Repre- sentatives Campbell and Meredith. And unnaturally; for Senator MeMillan ramed his measure after the fashion of the Minneapolis high license law, while Messrs. Campbell and Meredith did noth- ing more than introduce bills which while plagsible oa the surface and containing some excellent provisions paid no more heed to the pablic interests than would be regarded by the | more far-seeing of the liuor men as absolutely easeatial in view of the state of public opinion. These latter propositions have several Inrge | loopholes in them. a noticexbly eapacious orifice being the one which permits druggists to sell liquor for “medicinal” purposes, but which fails to touch the physician who by wholesale “prescription connives at evasion of the law. ‘The MeMillan bill seems to cover every CHAS.
