To be «ure, the Cemetery Superintendents of the United Btates went to Baltumore—they would hav been ont of place amid the lively and vigorous scenes common to Washington and it was not eurpriaing that the National Civil Service Reform League doubtless with missionary purposes in view should have temporarily located itself in Baltimore, We have not attempted to complete the roe ter of big asemblies, have laid no stress on the incomparably greater magnitude of local bap- penings, will make no effort to hunt out com- mittee meetings such as our neighbor dignifies, and would even be willing to say nothing of that convention which meets here annually to legislate for the country, Baltimore included. ———oro— There is no room for argument over the prepoition that civil service rules should be extended soas to include within the area of their operations the official employe of the District. The local form af government under which we live is equi-partisan and has been so ever since Congress decreed that three ap- pointed Commissioners should rule in place of elective municipal officers. One of these Com- missioners by a custom wlrich bas ucquired by babitual observance almost the force of law is a republican, one a democrat, and the other is by law an army officer—the latter supposed to be devoid of political beliefs and prejudices. Appointments to positions in the District service, as might be expected, have been about equally Givided between attaches of the two great parties. Occasionally there might be a slight preponderance of democrats and then for a whale the majority would be with the republi- cans, but asa general thing the amount dis- bursed in salaries was equitably divided. There cannot, therefore, be any notable partisan ad- vantage in putting a substantial fence aronud those whe are now in. But just at this point the pablic may ask: “If civil service rules prevail will not persons from all over the coun- try be at liberty to compete for places on the eligible list, anslas under the apportionment of offices act the people of the District have ex- bausted their quota of the classitied offices, will they not be shat out from the local service?” Already Senators and [Representatives have brought euch pressure to bear as has resulted in the appointment of men who through iguer- ance of local affairs were for a time utterly un- they were crowded into. Consul General Byers, who cares for the commercial interests of the United States in Switzerland, bas contributed an interesting report on the Swiss telephone - ment which may be found in another column of ‘Tus Stan. The telephone-renting portion of the community will be especially interested in knowing that telephones in Switzerland cost ench subscriber $24 for the first year, $20 for the second year and less than $16 per year from then om.
