The | thoroughness of the preparation will have « od effect on the locked-out men, who in ad- vance very sensibly decided it was best to make the situation one of comfort for them- selves and the arriving soldiery of the state. ‘This mode of reception isa decided improve- menton that the Pinkerton visitors received last week. It argues a soberer point of view on ‘the strikers’ part as well as the superiority of Jaw over lawlessness in this country when law 4s once fully aseerted. There is one thing the in- habitants of Homestead may have lost sight of in their new zeal for lawful methods of conduct- ing struggle with capital. They appear not to realize that the object of the militia’s visit is to give the Carnegie company full possession of their plant, including, of course, the right to start their works with non-union men. If any plan is in contemplation for regaining the mills ‘or molesting in any way the new laborers there ‘as soon as the troops are withdrawn the sooner it is abandoned the better for the planners. It would be* child’s play to march to Homestead and then to march away without having accom- plished anything save a demonstration in force supplemented by a little by-play between the militia and the workmen. The former are now at Homestead for definite, rational, Iawful purpose—to restore order so that # citizen may go or come without restraint, to take and turnoverto its owners the mill property of the Carnegies, and to provide that this property shall, for a reasonable time at least, be secure in the control of its rightful possessors. The strikers must face this result along with any legal consequences that may ensue from their usurpations and wrongful other acts. When the Carnegie company have fully re- eovered possession of their p:operty, it would +seem to be wisdom on their part to make all ‘possthle concessions consistent with their rights, Jn order tocome toan amicable understanding ‘with the working men. To be sure, there is no Jaw compelling them to this course, but it would be exceedingly good policy for them to take it. ‘At would relieve them, for one thing, from the decided popular feeling against them from their employment of the Pinkerton detectives, and also from the imputation of being grinding task- | guasters, who, while making enormous fortunes, are disposed to cut down the pay of their men. —_—_—_+eo— The conferees on the District appropriation Dill have settled the last matter in dispute, the proposed appropriation for the G. A.B. en- ‘eampment, by agreeing upon the sum of $90,000, paid from the revenues of the District. The Benate conferees, it is represented, relustantly gave assent at last to this compromise, when it became evident to them that the House would ‘under no circumstances vote an appropriation, in the usual way from the joint revenues of the District. The result of the long controversy is one that will reffect no great amount of credit upon Congress. As Senator Palmer pointed out the other day, the transaction is robbed of all dignity or grandeur. It was an occasion when the record would read better hereafter if the small consideration, whether some res- taurant or boarding house keepers might not benefit by the coming of a throng of visitors to the city, had not been introduced in debate. ‘Tux Stax bas protested earnestly against a de- parture in this case from the usual mode of appropriating for city expenses and still protests. Though Congress might with the utmost propriety appropriate a sum entirely from the national treasury, to provide for the comfort of the veterans who fought for the Union when they assemble in the capital of the mation, no such appropriation was asked.
