THE WORLD'S FAIR. An Official’s Opinion Concerning the Work at Chicag: 1d the Prospects. A well-known official of the world’s fair cora- | mission, who has been intimately connected with the work at Chicago since its beginning. said to a Stan reporter today: “The exposition | work is progressing finely. The progress on | the buildings has been very marked since Feb- | Tuary. Several of the enormous steel arches for the manufactures vuilding are in place and the work of erecting them iy wonderfully inter- esting. Everything points toa very successful conclusion of the construction operations. The applications for space in the buildings are almost swamping those in charge of that branch of the work. Most of the departments have received more than they can care for in their buildings. We have but one cloud upon the i horizon, and that is the question of finance. ‘The city and its citizens have now $11,000,000. Foreign nations have appropri- ate 000,000 and the reversl states about $4,000,000, Of course, the money pro- vided by foreign nations and the states does not in anywise axsixt us in the construction of the main buildings and the preparation of the grounds, but it serves to show that they appre- ciate the dignity of dhe occasion. New Yoru, May 10, 1892 ‘The chances are that there will be trouble be- fore long in local political circles over the ques- tion of just how looscly the naturalization bu- reaus of this city are to be run between now and the next election. A ¢hock went through the centers of political influence in the slams, where the embryo citizens are trained in the way to answer the quastions of the courts, the other day, when it was published that there the oath of allegiance to applicants for final papers, and the heelers and others who derive |lurge incomes from the practice of steering squads of emigrants to the courte and there running them through the machine are now racking their brains to offset this to them dan- gerous innovation. ‘The change is the result of a stroke af con- | science on the part of a venerable clerk of the | naturalization. After twenty years of service, during which be has administered the oath of allegiance to handreds of thousands of immi- grants, this clerk the other day came to the con- clusion that it is not proper to let a man become a citizen unless he cannot only speak English, but understand the nature of the outh to which he is obliged to subscribe before he is entitled to his papers. In short, it occurred to the clerk that there was at least one qualification that should be applicd av a test, not vo much ag a check to the overwhelming swarm of applicants, but ue a wholesome standard of efficiency. It is estimated that fully three-fourths of the Italian and Polish upplicunte for papers are wholly unable to understand English, no niut- tor how long they claim to have remained within the country. The percentage iu smaller in the other classes, but these nationalities include the vast inajority of the applicants. There bave been already several dozen would-be citizens turned uway from the snperior court as un- qualified under the new rule, which bus re- ceived the sanction of the presiding justice of that court and some of his awociates, The hows of the reform spread like wildfire amid the alums, and the line of applicants for papers at the doors of the superior court hae suddenl: ded, while the clerks in the other natural- izution bureau, the court of common pleas, have been driven almost to desperation by the sudden increase of pressure upon them. Leaders in local politien are preparing for a warfare against the innovation. re bx too imuch at stake in the coming clection to allow reform in naturalization methods frat at this time.
