They can never be accurately forecast, although heavy rains or snows in the mountains and watersheds give some sort of warning. The rise in the Father of Waters this year threatens great destruction of life and property and already reports are rife of the breakage of mighty levees on which the safety of the richest portions of several planting states depend. At sach seasons the public is apt to ponder anew the entire subject of protection to the Mississippi's banks and the adjacent terri- tory. The ever-recurring questions of levee, of outlet, of the increase of government aid and others find opportunity in these inundations for airing themselves. It is hoped that experience will yet devise means for reducing with meas- rable approach to certainty the dangers to which the region indicated is constantly exposed. eo ‘The movement to compel the Washington and Georgetown railway to extend its tracks to the Aqueduct bridge was in the interest of the pub- Lic, and not in the interest of the railway. The community does not want tracks laid on the bridge. Every manifestation of public senti- ment has been opposed to this action. But the people of the city do want transportation at one fare from the heart of the city to the beginning of the bridge. This extension would have no logical tendency to cause a revolution of senti- ment in Congress and the public and bring about track-Inying on the bridge itself. If any future Congress should conclude to surrender the bridge to railway tracks it would make no @ifference that the W. and G. terminus ix half a @ozen squares from the bridge instead of ex- tended to it. ‘The same legislation which pro- vided for tracks on the bridge would provide for track-laying on this short extension. pina sm eeoreir SS The opinion advanced in connection with the nomination of T.
