Moore—An Alleged Attempt at Assassination. Dr. Charles H. Bowen of No. 601 Massachu- setts avenue has written along communication to Major Moore, complaining of the absence of policemen in the vicinity of his residence. He Tequests that an officer put in am appearance there daily between 4 and 8 p. m. to prevent ball playing in the streets und also between 8 and 10 P.m. toarrest flower thieves. Following the Fequest the doctor illustrates the need of police protection by writing an account of an alleged attempt to assassinate Gen. Grant. “I don't remember seeing a policeman at this corner after dark for thirty years,” he writes, After telling of the consequences of this lack of protection im the form of broken windows and stolen flowers the letter goes on to say: “I ask your help for the following reasons: When Gen. Grant was Secretary of War ad interim he resided on I street between New Jersey avenue and 3d street. He was walking home from the Department, and when he ar- rived at the corner of 6th strect and Massachusetts avenue an attempt was made to assassinate him. re was no policeman near, asusual. I saw the would-be assassin, with revolver in his hand, make toward the general. I got between the as- sawin and the general, placed my left index finger under the assassin’s nose and he — threw head back. I then dropped my left hand, drew it back and plunged my fist with full force on his windpipe, as bard as I could drive, knocked the assassin outand captured his revolver, which I now have in my ion. “If had not been there at the time Gen. Grant wonkl not have been President of the United States two terms, and the whole history of the United Siotes would have been changed. Washington would not _ be what it is, I would not have had any flowers exposed on the street for police Protection. and if Grant's life had depended upon police protection he would have been spithered to his fathers long ere be was Presi- nt of the Unite “In this act I served in the role in accord- ance with the oath which I took when I evtered the United States army, to protect the govern- ment from all its enemies. I served in the army during the period of the rebellion and doffed the military uniform and donned the "s dress at the time of the attempted as- clusion the doctor asks what he is to do in the future: whether he is to rely upon the police for protection or let the boys reign su- preme. Wife and Children in Distress—A Rellef Fand Started. Some weeks ago when the death of James F. Cooper, one of the jurors in the Schneider case, was announced there was a very general ex- pression of sympathy for the family left in need by his death, but no practical steps were taken for their relief beyond the taking up of a col-| of lection in the press gallery of the House, which netted a small sum. Mrs. W. E. Chandler, who bas become interested, has started a relief fund. Mrs. Chandler makes the following statement of the case: “James F. Cooper, the n in the Schnei- der case who died, immediately after being dis charged from attendance, of a disease induced by his long confinement in the jury box and room, left a wife and five children—the oldest of the latter eleven years of ageand the youngest only a few months—wholly unprovided for, except by the exertions of the widow. Mrs. Cooper's condition is pitiablein the extreme. She is trying to earn a living by keeping a stall, No. 1%, the Center Market, but being without money and having the care of five little children her ‘attempts at self-support are far from successful, and I appeal to the i ap od of charitable people to render adequate finan- cial assixtance to this poor unfortunate, who has been reduced to want through no fault of her own, but primarily by the necessary execution of the law. She is @ ly respectable, honest, hard-working woman, and as she has been brought to distress through the action of the community in protecting itself inst crime every citizen of the District should feel an interest in a movement for her relief.” Contributions will be received at Tux Star counting room. The proposed improvement of streets, by special taxes is making the thirty-third section of the city charter a provision of very general interest. The old _thirty-third section, which was in force from 1853 to 1888, declared that the city council shall have power to specially tax a lot adjoining a street on which paving is done or — curbstene put down (whether ax the sidewalk or carriageway) not exceeding two-thirds of the expense of the eurbstone or paving on that half of the street opposite such fot. n 1888 this was altered by act of the general assembly, and the new thirty-third section pro- vides that whenever any street shall be lai out or extended or any existing strest graded, paved or repaved. or culvert or sewer put down, two-thirds of the c= pense shall be paid by the owners of the real estate benefited thereby. It is proposed that the repavin street and on Washington efreet shou under this section. will not under on King be done ‘The paving on Henry street be done under the charter, but an agreement with the — Wash- Southern Railroad Compan} by that company as a bonus for the use of that street by the railway forever. Murray, who died here at St. Mary's pastoral residence on Sunday morning last, took place this af- ternoon quietly and the casket was carried to the train and sent to Richmond. Vicar General Frioli, who represents the bishop of Rich- mond’ during his absence in Kome, reached here yesterday and, accompanied. by two sis ters of the deceased, went with the remains to Richmond. A solemn requiem mass will take place at the Richmond Cuthedral tomor- row and the interment will be made at Mount Calvary cemetery, in the environs of that city. CORPORATION COURT. The corporation court under the new law is always in vession. The monthly terms, as here- tofore mentioned in Tae Star, are periods at which juries are called, &c. It is now the custom to enter uncontested grant liquor mses, &c., from time to time, as soon as the attention of the judge is called to them, and this will be the process of the court during May.
