Althongh the Washington High School was Rot establicbed to prepare boys for entrance to college, and dees uot, of course, mould its carri- enlam to conform to the requirements of Marvard, a statement given by Dr. Lane, the prineipal of the school, to a Star reporter shows that the institution has a creditable record, even when regarded ax a fitting school, It is very generally believed by those familiar with Public school matters here that such an i quiry ax that proposed by Senator Gallinge resolution will result advantageously to the High School, as it is Uelieved that ite ntudies are most satixfactorily arranged to meet the needs of the community as represented by a large majority of the pupils. Dr. Lane evidently jus no fear of an inquiry concerning the value of the school merely ay a preparatory school, though this ix not regarded by any means as the important function of the school. ——— The proposition to have an extensive road- making exhibit at Chieago is one worthy of high consideration. It one of the most prac- tical suggestions, as Tue Sram has before mitt, that have been made concerning the approach- ing world’s fair. The more extensive the ex- hibit the better for the purpose. The ocea- sion will bring together millions of people, some hundreds of thousands of whom, it is presumed, are interested, more or leas, in public rowls, If these persons could add to their knowledge or receive an impetus for uction at the fair the road-making feature would be worth a great deal. And there is very small @oubt that a really attractive exhibit would enlist consid- erable interest both at the moment and after- ward in calling attention to the deplorable state of the country roads in this republic and to the necessity for and meaus of reform. —_- +02 ‘The review of She condition of the crops pub- lished in the New York Times today shows that im twenty-two states the backward spring haa bad a very unfavorable effect. It is significant that the cotton acreage is from 10 to 35 per cent Jess than last yenr. that of the great wheat- growing states only South Dukota promises « large crop aud that in some corn-producing states the plonghing has not even been begun. Later figures than those published by the Times may present x more hopeful outlook. As to cot- ton, the large reduction in acreage is a happy augury, but the drought reported im some states is an element in the calculation that must be considered inauspicions. — ¢ —___— ‘The Supreme Court of the District decides that Congress in passing an act avowedly to es tablish Rock Creek Park intended to and did in fuct create a park, specifically limited in size and cost. The court holds that Congress itself de- cided the question of the existence of a certain kind of park and did not merely set in motion a game of chance which would mean a park if the commission guessed correctly what appraisers would say every acre of nearly two thousand acres was worth, and would mean no park if the commission failed to make this guess correctly at the first attempt. In other words it legislated to make a park, and not to set up a lottery with the park as a possible prize. The judicial is also the commonsense view of the matier. see The final passage of the bill admitting ves- sels of a certain tonnage, &c., to American reg- istry appears to mark a new era in ship build- ing and naval defenses. It was stated in the Senate debate that a new line and, in all, ceven new steamships would result from the adoption of the measure. All these ships would be util- ized in the event of war, and as they would all De first-class ships, armed with the best guns aud equipped for modern naval warfare, it is eusy to see that the advantage of the step taken is incaleulable. At one stroke a mercantile navy is provided inferior to nonesso far as its numbers extend and superior to many in the size and power of the individual ships. $< —___ Again the interests of the District were slighted. Another District day was monopo- lized by other measures, the river and harbor bail having taken wp nearly the whole time that should have been devoted under the House Tules to matters reported from the committee On the District of Columbia. ‘The duys set apart for District business are appropriated, Without apology or excuse, to other affairs, When Congress bas resolved itself into the local legislature under the Constitution a quo- ram prompily disappears. It ie in respect to Dietrict affairs thet notable exhibition of “how nut to do it.” tee ‘The new world sendy greeting to the Santa Maria, and the little i come from Palos to these chores as their name- makes id centuries ago, carrying Columbus With his fortunes and misfortunes, the discov- @xyand the destiny of a new world, carrying also in their train liberty from England and other lands and indefinite human progress, America will warmly welcome the toy ships from old Spain in the name of the past, the present and ‘the future. —.0e- The dancing movement in the Methodist church is assuming proportions that demand consideration beyond the contines of the de- nominational councils. The Troy conference and the petitioners in New York and Boston holding high official places in the church who have asked that the rule against dancing be abolished or moditied will probably not obtain their requests at present. But the movement will hardly subside on account of defeat this — ——__-_ ee —---—.. The appointment of Gen. Felix Agnus, editor Of the Baltimore American, tobe ane of the board of visitors to West Poiut isa pleasant tribute te the character of one of those forceful men who went into the Union army as a private and whose services in the great strife were such as to entitle him to a general's star. Gen. Agnus’ journalistic friends appreciate the com- pliment. —+ 0e—___—__ ‘The question of Sunday closing for the world’s fair is one which should be decided in secord- ‘ance with the popular preference. There is no doubt that the sentiment. so far as it has mani- fested itself, is in favor of keeping the grounds closed on Sunday. a ‘When all the poseibilities that exist in the ‘way of trusts for coal and ice have been fully developed, the public may find it eeonomical to move ina body north in summer and south in winter, migrating with the birds, 2 It fx tobe regretted for the kaiser’s sake that he is not one of the people who cam be loved for the enemies be has made. He would have more affection on hand than he would know what to do with. -——--- 202 ‘The river and harbor trust is not likely to become an “unlawful combination.” ‘Too many and too widely ramified interests are imvolved. ‘Bone af the Congressmen had to be reprimanded for renning away to go to the circus, +0.
