c§ THE EVENING STAR. WASHINGTON. AVEDNESDAY - - -- +--+ - April 27, 1892. Editor. — = = HE EVENING STAR hasa regular and permanent circulation in Washington three times larger than that of any other Paper in the city. As a local NEWS + paper and Advertising Medium it has no competitor. — ‘Thousands of people are watching the move- fhents of the Joint Congressional Committee en Printing, now engaged in endeavoring to secure @ site upon which may be erected a new Government Printing Office. Of course it is important that the best interests of the gov- ernment be cared for—that the building bo properly located. th. the expenditure for land De not unreaso «ably great—but there are other interests to be cared for, and these call for rapid action on the part of those who have matter in charge. Nearly three thou- gand men and women daily serve the United States in os structure which is # menace to every human being employed therein anda disgrace to the richest and most enlightencd ef nations, The dangerous condition of the ‘Government Printing Office is not a new theme. Wimes without number Tae Sran has made forcible reference to it;imfact the first ac- earate and condemnatory description of the rickety fire-trap appeared in Tux Sran. Public Printer Palmer has made most strenuous €fforts to convince Congress of the necessity for speedy appropriation and immediate pplication of the funds voted; his ‘praiseworthy energy, not confined to the imere legislative proposition, has been a power- Zul factor. Mr. Palmer saw that nearly every floor was overladen, that fire would find the place easy prey, that in case of confiagation hundreds of lives wonld inevitably be sacrificed Because the exits were insufficient. Sagging floors were at once supported by bringing into nmeuse additional quantity additional stair- s were cut, and by so doing the ‘ready insufficient working space was seriously lessened. Every sound suggestion Jooking to the safety of the employes has been adopted and yet there is not to be found a more angerous structure than the one occupied by the public printer and his army of subordi- mates. Let every lover of human life hope that nothing may be permitted to interfere with the effort now being made to house these 3,000 goen and women ina building which does not sgnomentarily threaten them with destruction. oe The dedication of the Hall of Philosophy at fhe Catholic University this afternoon is an event of more than local and ecclesiastical in- terest. The magnificent gift of Father Mc- ‘Mahon rendering possible the erection of this edifice will more than double the room at present used by the institution. By the time he McMahon Hall cf Philosophy is completed Small edifices for scientific laboratories will have been erected. It is proposed to make of the schools of philosophy, science, sociology and jurisprudence great departments of learn- ing connected on a common plan, but each hav- apg an autonomy in its own domain. The mobie building now begun will eventually ‘De devoted exclusively to philosophy and letters when the group of halls and Jaboratories shall be finished. The ompleted university on the plan agreed upon swill be a national event, and taken in connee- tion with the other national universities de- ‘eloping or projected here will carry out in @ grander manner than the early prophets of Washington's future evcr dreamed the aspirations of the fathers of the republic, The Medication of one of the principal halls of one of these American institutions appeals to the pride and sympathies of Washingtonians, The Smposing edifice will stand as a monument of the literary spirit of the people, finding its ap- ropriate expression at the capital of the re- pubiic itself. ——— - +02 The Senate has passed the House joint reso- 2ution to suspend the issue of permits to erect Gwellings houses in alleys in the District of Columbia, and having adopted amendments thereto has asked a conference on the measure With the House. The joint resolution as amended by the Senate prohibits the issue of permits by the Commissioners for dwellings on alleys less than forty fect in width, during the first session of the Fifty-second Congress, and provides for the recall of permits heretofore Granted unless construction shall have already ‘Ddegun. It is understood that the purpose of Jimsting the operations of the joint resolution to the present session is to make temporary Provision for health and safety pending the full consideration of the subject of a change in the law. The matter i one affecting the health, comfort and safety of a large part of the city’s population, if not the community in general. — +++ nniversary of the birth of Grant will be celebrated ng ceremonies teday in New = ¥ the corner stone of the proposed monument at Kiverside Park the oratorieal services of the President and of Chauncey Depew are calied into requ sion may show New York ‘ition, The occa- well as the orators ctinanewlight To few anniversaries are services of the may. se nativity is celebrated than this ome, Every one will wish that the monument to be erected may be such as worthily to do hone, to American peop arer by reason of Some of the agricultural states, movably Wis consin, have sought to ally or corabine the ty extension movement with the farm- ers’ institutes, This is a very hopeful new de- parture and may be expected to develop the movement im such regions to a considerable extent and speedily. Among the topics con- sidered are better roads and farming as pur- sued im other lands and under improved sys tems. A combination of academic enltare with the arts of life’ is the great desideratum of modern civilization. The university extension or people's university may be the means of effecting this combination. oe The investigation of the Pinkerton system may have the desirable effect of dispelling from the youthful mind the romance with which yellow-backed publications have sur- rounded detectives. +2 Ravachol declares that he committed his out- rages im order to drew the attention of the public to the needs of anarchy. It is evidently bis purpose to pose as a victim of injudicious advertising. ————_~+++_____ ‘The pension office investigation is frequently 0 highly seasoned that the flavor is un- picasant, —__~++—_____ ‘The free coinage question is still alive and vigorously kicking as an element of political disturbance, se With reference to the international silver conference the President deems it advisable to bold a litte executive seesion of his own. ——--—___ Representative Herbert very properly pro- poses to have contribu‘ors of articles to the Record boil down their copy. ———_+ +2 __ ‘With the racing season and the base ball season both commanding attention the position of Congress is rather that of a superfiuity, oe ‘The Chinese appear to have anticipated every modern invention, including the idea of exclusion, ‘The fourth annual session of the Scotch-Irish Congress will meet in Atlanta tomorrow.
