Washington has raised and will fuise s larger amount by private subscription than any city in which such affairs have been held. Is there any reason under heaven why 4t should not, as other cities have done, seck ‘to obtain the state and municipal appropriations 4m connection with this subscription? When ‘Boston entertained the Grand Army it had no sbesitation in asking the people of Massachusetts ‘to join in the credit and expense of the enter- ‘tainment and the legislature of Massachusetts Tesponded to the appeal to state pride by an eppropristion of $50,000. Boston also called ‘upon its local aldermen and common council or an appropriation, and the sum of @25,000 ‘was provided. When Washington prepares to follow the exampie of Boston it is forced to come to Congress, though it thereby subjects iteelf ‘to the danger of an unjust berating from the Sgnorant, and unaccountably from = few who are well informed. Congress under the Constitation is our state legislature, our eity aldermen and common council, our — legislators in all cases whatsoever. fasbington asks it for an appropriation as its ptate legislature, and asks it for an appropria- ‘tion as ite municipal legislature, and suggests bat these appropriations shall be paid Gn the same way in which all ‘other municipal expenses are paid.
